LIPA Method • The LIPA Method, calculated by ISO-NE, is an at criterion method. • It results in a tie benefit (Case I) with neighboring systems of 2,540 MW (See PSPC lipa_proposal_9_3_2009.pdf as posted on ISO-NE Web Site) • ISO-NE has not articulated why the LIPA proposal is in any way inadequate.
LIPA Proposal Cont. • Since the LIPA Proposal hadn’t been used before by ISO-NE, the MA AG is willing to propose a discount to the tie benefit of 10% to assuage any ISO-NE concerns • 2,540 MW less 10% is a 2,286 MW tie benefit.
