  4. ECONOMIC DEVELOPMENT BACKGROUND It’s been a great year for economic development in Addison. We’ve added nearly 1,000 new jobs, 9 new companies, in just 10 months! Clearly we are headed in the right direction. Our planning and investments in economic development are already beginning to pay off. HIGHLIGHTS Village on the Parkway Whole Foods and top-tier movie theater Scheduled to open in 2013 Grand opening of Vitruvian Park in October—UDR partnership Opening of the new HQs for Authentix, Hitachi Consulting, USAA regional offices, restaurants like Raising Cane’s, etc. Village on the Parkway: Movie Theater and Whole Foods

ECONOMIC DEVELOPMENT BACKGROUND When we look back on our business relationships years from now, we will mark them as a significant step in growth of creative opportunities and brand enhancement for Addison. Our incredibly creative-friendly business environment has attracted several new businesses: London Broadcasting London is the second largest broadcaster in the State of Texas—new Addison HQ’s Owns 41 Entertainment (Troubadour TX television show), BE Music and Entertainment, and KTXD-TV—a full power TV station carried on every North Texas cable and satellite provider Bottle Rocket Apps Premier iPhone, iPad, Android and iPod touch Custom App Developer located right here in Addison! Clients include internationally recognized names like Disney, ESPN, NPR, American Express, and AARP

P3: MANAGEMENT PROCESS PROJECT, PLANNING, AND PERFORMANCE The Project, Planning and Performance Disciplines Systems (P3) is the Town’s new management process, which combines a sophisticated software program that is driven by significant input from Town staff. P3 enables us to track measurable indicators against Council’s Strategic Goals The P3 process has made a significant and positive impact on our ability to stay on task and focused on goals It is a fluid scorecard of how the Town is doing Another outstanding example of Addison innovation and creativity in finding ways to improve our processes and make local government more efficient

  7. 2012 BOND ELECTION BACKGROUND On Saturday, May 12, residents of Addison will go to the polls to consider granting the Town authority to issue general obligation bonds in the amount of $55 million. It’s been 12 years since voters last authorized the issuance of general obligation bonds and much of the debt associated with those programs is nearing repayment. PROPOSITIONS Proposition 1—Street and Utility Improvements Proposition 2—Undergrounding of Belt Line Road Utilities Proposition 3—Land Acquisition for the Addison Airport Proposition 4—Land Acquisition for the Addison Arts and Events District Proposition 5—Communications Equipment and Wireless Network Infrastructure Proposition 6—Public Park and Pedestrian Trail Improvements

  11. AIRPORT STRATEGIC PLAN PURPOSE “To create a shared vision for the future of the airport that has the support of council and the community, and a strategic plan to achieve that vision.”

ADDISON LEGACY FOUNDATION • Idea originated with the Best Ideas Groups • Aware of tax-deductible donation framework void • Recruited team to research and recommend • Members include: Jim Christensen, Jackie Franey, Albert Jandura, Ivan Hughes, Tom Hunse • Four have agreed to serve on board • All have made commitment to contribute to fund • Fund oversight will be handled by Board of Advisors and administered by The Communities Foundation of Texas

  18. SUSTAINABILITY BACKGROUND The Town of Addison is in the process of developing a Sustainability Plan with the goal of providing a framework for Addison’s sustainable future. The plan will address the following: Development Sustainable Business and Economic Development Smart Land Use Green Building Initiatives Natural Resources Air Quality Water Conservation, Waste Water, Storm Water

COMMUNITY PARTNERS BUREAU BACKGROUND The Addison Community Partners Bureau is a body of residents appointed to represent the Town of Addison at the non-profit organizations that provide benefits to our community. Members will serve a one year term and will be responsible two semi-annual reviews of the non-profit they are responsible for. This involvement may include service on their designated Community Partner’s Board, committee, or task force; site visits, staff updates, or attendance of events. TMRS History Created in 1947 by Texas Legislature Retirement system specifically for cities in Texas 847 cities 140,000 member accounts Over 39,000 retirees Large Texas cities do not participate – Dallas, Fort Worth, Houston, Austin, Galveston and El Paso Each TMRS participating city has its own retirement plan within the general framework of the enabling legislation Plans are essentially cash balance plans, a hybrid of defined contribution and defined benefit elements

  27. DART BACKGROUND Addison has been a long time member and contributor to DART based on the commitment and promise for us to have a commuter rail line that runs along the Cotton Belt. The Cotton Belt Line (CBL) is an important part of the economic vitality of our entire region Connectivity: The CBL would become the backbone of the transportation corridor, linking the far eastern parts of north Texas with DFW Airport and Fort Worth—passing right through the heart of Addison Council and Town are focused on, and investing a great amount time and effort in this process creating a solid, strong, active coalition It’s time to bring Cotton Belt trains to Addison! EMERGENCY PREPAREDNESS COLLABORATIVE ADAPTIVE SENSING OF THE ATMOSPHERE (CASA) RADAR CASA radar system will be online within the next 30-60 days and will be able to help us more accurately detect and provide earlier warnings for severe weather Locating the radar near the Addison Airport was an ideal site for the National Weather Service, who sought out Addison as a perfect location  Addison will become the first Dallas County location for CASA FIRST CALL: EMERGENCY NOTIFICATION SYSTEM It’s critical for all of us to be aware during severe weather or emergency situations. Town goal is to register all residents and businesses for First Call, which should reduce emergency or severe weather calls to our 911 operators Residents and businesses can opt -in to receive alerts via phone, text or email—or ALL THREE!
