Has been laid off or terminated, or received notice of termination or lay off and is unlikely to return to previous industry of occupation, • Has been terminated or laid off, or has received a notice of termination or lay off, as a result of permanent closure of, or substantial layoff at a plant or facility, • Was self-employed and now unemployed because of a natural disaster, • Was self-employed (including farmer, rancher, or fisherman), but is unemployed as a result of general economic conditions in the community in which he or she resides or because of a natural disaster, • Is a displaced homemaker, or • Veteran or qualifying spouse

Rapid Response How Is Rapid Response Going To Help Accomplish Our Goal? Ensure that Rapid Response mass meetings have representatives from Title I DW Work with the Unemployment Insurance team to coordinate layoffs or closures Loop TAA Navigators into the Rapid Response Team Ensure you keep Jobs4TN up to date on all Rapid Response Activities
Dislocated Worker (DW) Title I How is DW Title I Going to Help Accomplish Our Goal? Work with Unemployment Insurance representatives in the AJCs to serve dislocated workers Work with the Welcome Team to refer resource room return visitors to Title I for possible enrollment Work to pair DW with available OJTs & Apprenticeships Enroll all dislocated workers into the Title I Dislocated Workers Program Use referrals and targeted outreach to meet our vision for DW program Let’s Offer Some Training And Supportive Services!!
Unemployment Division Our goal is to partner with our local AJCs and Rapid Response co-workers to respond quickly to upcoming layoffs and mass separations Work alongside Rapid Response Coordinators within each region to provide employers and dislocated workers with information about the unemployment process Help drive claimants to the AJCs to learn more about other program eligibility Bring a UI presence back into the AJCs and rural communities
Trade Adjustment Assistance (TAA) How is TAA Going To Help Accomplish Our Goal? Utilize TAA Navigators To: Investigate all WARNs and layoffs for TAA potential Work as part of the Rapid Response Team in assigned LWDA Work with UI to identify when 3 or more people have filed claims from one company Work closely with One Stop Operator and Career Service Provider DW Title I team Oregon showed a marked increase in petitions filed and in the number of eligible participants. OJTs increased also, due to the marketing by the Navigators.
TAA (Cont.) Ensure all TAA participants are enrolled in Title I DW Revamped OJT process Expand our OJT pilot partnership by 2 additional LWDAs We have a potential to serve over 3100 individuals …… And Remember: Some DW Are TAA Eligible, But All TAA Eligible Workers Are Dislocated Workers!
Re-Employment Services and Eligibility Assessments (RESEA) How is RESEA Going To Help Accomplish Our Goal? By providing RESEA services and: Ensure all RESEA participants are co-enrolled in Title I DW Use the Mobile AJC for RESEA in rural areas Develop Online Informational Video
RESEA (Cont.) These individuals are prime candidates for Title I services This represents an opportunity to help those who may have some of the most difficulty finding re-employment By co-enrolling participants with Title I, we can provide services to include job search assistance, training, and supportive services This year to date over 6,100 dislocated workers have participated in the RESEA program statewide
By Working Together We Can: Drive co-enrollment and provide seamless wrap-around services Fulfill the Governor’s vision Meet our federal performance numbers Exceed our soft target goals Reduce or eliminate the amount of unexpended funds Most Importantly, Serve Our Dislocated Workers!!
