  1. School District 82(Coast Mountains) Project 2012 Facilities Recommendations

  2. Purpose • To present a set of recommendations for the utilization of facilities to maximize cost efficiency while prioritizing educational programs and supporting community context.

  3. Recommendation • That the Board of Education consider the following recommendations at the special meeting of the Board, Tuesday, March 11, 2008.

  4. Student Population • The student population in the Coast Mountains School District continues to decline on a trend that has been consistent over the past 10 years. We have moved from a total district population of 7900 in 1997 to a projected enrollment of 4500 in 2012.

  5. What is needed? • Given the population projections for 2012, District staff has examined facilities, programs, and transportation to make a recommendation for a desired state of facilities in the district to meet the program and community needs. As of 2012, it is the opinion of district staff that the following be recognized as the desirable number of facilities to meet the existing student learning needs.

  6. Stewart • Projected Population K – 12 (70) • Facility requirements - One school K - 12

  7. Kitwanga • Projected Population K – 7 (86) • Facility requirements - One school K - 7

  8. Hazelton • Projected Population K – 12 (705) • (K – 7) - 291 • (8 – 12) – 414 Required facilities - Two elementary schools - One secondary school (8 – 12)

  9. Kitimat • Projected population K – 12 ( 1080) • ( K – 7 ) – 528 • ( 8 – 12) – 552 Required facilities - two elementary schools (K – 7) - one secondary school (8 – 12) - one alternate school (8 – 12)

  10. Terrace/Thornhill • Projected population K – 12 (2438) • ( K – 7) – 1364 • (8 – 12) – 1074 Required Facilities -five elementary schools (K – 6) -one middle school (7 – 9) -one secondary school (10 – 12) -one alternate school ( 8 – 12)

  11. French Immersion Facilities • In order to facilitate the development and ongoing support for French Immersion in the Terrace/Thornhill area it is the recommendation that Cassie Hall become a K – 7 English track school and Kiti K Shan become a K – 7 French track school. Kiti K Shan will have a portion of its facility closed off to maximize efficiency and minimize custodial and maintenance costs.

  12. Implementation Plan • While it has been stated what the desired state of facilities is to be in the year 2012, it must be noted that efficiencies and the capacity to move toward these goals will become available sooner in certain areas. The following is a recommendation of timelines to move toward the final status of the 2012 plan in order to continue to ensure that available monies are allocated to programs that support the classroom and student learning on a timely basis.

  13. Hazelton • Currently there are 353 students enrolled in K – 7 at three elementary schools. The two largest schools have a combined capacity of 424 students. It is feasible and practical to close the smallest school and maintain two facilities at a more optimum capacity rating. These savings can be attained immediately by closing South Hazelton Elementary effective July 2008.

  14. Recommendation • That the Board of Education serve consideration of closure to the population of South Hazelton Elementary School with an intent to effect closure as of July 2008.

  15. Kitimat • Currently we have 681 elementary students enrolled in 3 elementary schools. The total capacity of these 3 schools exceeds 1300 students. It is feasible and practical to close the school with the greatest demand for maintenance upgrades and a smaller neighborhood population base to reduce the number of elementary schools to 2. The earliest this goal can be attained is by serving consideration of closure of Kildala Elementary School to take effect July 2008. Logistics of Facilities and Human Resources may dictate this occur effective July 2009.

  16. Recommendation • That the Board of Education serve consideration of closure to the population of Kildala Elementary School with an intent to effect closure as of July 2008 or July 2009.

  17. Kitimat • Secondary - Mount Elizabeth Secondary has a capacity that well exceeds its population base. Heat, custodial and maintenance costs are above what should be incurred for a school of just under 700 students. It is desirable to reduce the footprint of Mount Elizabeth Secondary School to maximize efficiencies in utility and maintenance expenses.

  18. Recommendation • That classroom configuration and space utilization be reorganized within a smaller footprint of Mount Elizabeth Secondary to allow closure of a designated wing to take effect as of July 2009.

  19. Terrace/Thornhill • Secondary - Projected enrollment for the year 2011/2012 (8 – 12) is 1074 students. This is well under the capacity of 1600 students held by the current three secondary schools in Terrace/Thornhill. Given the present condition and capacity of Caledonia and Skeena secondary schools it is practical and feasible to accommodate the full complement of secondary students in these two schools. Given the configuration of the Graduation program (10 – 12) and the capacity of the buildings to support student programs, it is further advised that the grade 7 population of Terrace/Thornhill be moved to Skeena to create a Middle School grades 7 – 9 to complement a graduation program at Caledonia (10 – 12).

  20. Recommendation • That the Board of Education serve consideration of closure to the population of Thornhill Jr. Secondary School with an intent to effect closure as of July 2011.

  21. Recommendation • That the Board of Education reconfigure the student population at Caledonia Secondary to include the Graduation Program (10 – 12) and that Skeena Jr. Secondary be reconfigured as a Middle School to accommodate a student population from grades 7 – 9. This will apply to all students in the Terrace/Thornhill area. This reconfiguration is to take effect Sept. 2011.

  22. Terrace/Thornhill • Elementary - The projected K – 7 population attending Thornhill elementary schools (intermediate and primary) in Sept. 2010 will be 388 students. Approximately 170 of these students are bused from out of the direct catchment area to Thornhill schools. (Jackpine, Lakelse, Old Remo, Copper River, Queensway) Given that Thornhill Elementary requires significant capital upgrades, and transportation costs and time enroute would not be significantly altered for those students currently being bused, it is feasible and practical to establish new catchment areas for Thornhill elementary students (K – 7). If such catchment areas are re-defined, then the remaining student population will be under 300 students warranting one school to serve the K – 7 population. Those students being transported by bus will be re-directed to Suwilaawks Community School where ample space exists to support an increased student population.

  23. Recommendation • That the Board of Education serve consideration of closure to the population of Thornhill Elementary School with an intent to effect closure as of July 2010. That the Board of Education redefine school catchment areas that serve the Thornhill (K – 7) population and that defined outlying bus students be allocated to the Suwilaawks Community School catchment area. That SD 82 facilities department refit Thornhill Primary to accommodate a K – 7 population of 300 students and supporting programs. Refit to be completed by September 2010.

Timeline Review • July 2008 • Close South Hazelton Elementary • Reorganize Cassie Hall and Kiti K Shan to single track English and French Immersion schools • Close Kildala Elementary (Option to defer to July 2009) • July 2009 • Reduce school footprint of Mount Elizabeth Secondary • July 2010 • Redefine catchment areas for Thornhill K – 7 • Close Thornhill Elementary • Refit Thornhill Primary to accommodate a K – 7 configuration • July 2011 • Close Thornhill Junior Secondary • Reconfigure Terrace/Thornhill (K-6),(7 – 9), (10 – 12)

  26. District Facilities Plan • It is the recommendation of District Staff that each of these facility proposals be combined together to comprise the long term District Facility Plan leading up to and including the year 2012.
