Fisheries Administration • SFA was establish in August 1984 (Seychelles Fishing Authority Establishment Act.) • SFA is a Parastatal Oganisation which falls under the Ministry of Fisheries and Agriculture and Govern by a Board of Directors • SFA is the executive arms of the Ministry in regards to all fisheries related matters
SFA’s Moto • SFA was created mainly to guide the developement of the fishing industry to its fullest potential and to safeguard the resources base for sustainability. • Responsible Fishing for Sustainability
Workforce of 140 staff • 5 main Divisions
Overview of the Fisheries sectors • Artisanal • Semi-industrial • Industrial
1. Artisanal Fishery • Exclusively Seychellois • About 400 fishing vessels (5m to 16m) • 1500 fulltime fishermen, fishing mainly for demersal and small pelagic, as well as octopus, sea cucumber, lobsters, shark etc. • Total Catch 4000 - 5000 MT per year • Approximately 10% exported ‐ fresh or frozen • Fairly good infrastructures ‐ fishing quays, repairs and maintenance facilities and good post harvest practices
2. Semi-industrial Fishery • Developed in mid 1990, following similar development in La Reunion. • About 30 vessels equipped with monofilament longlining gears, • Targets large pelagic, Swordfish and Tuna, (beyond the Mahe Plateau and distant banks) • Total catch: a modest 250 ‐ 300 tonnes/ year • Fish stored fresh on ice and 60 % of the catch exported to Europe (mainly France, Spain, UK, Germany)
3. Industrial Sub-sector • Dominated by foreign fishing vessels – Purse seiners and longliners licensed to fish in Seychelles waters • Targeting tuna and tuna like species • 2017 ; 44 Purse seiner, 21 Supply vessels and 153 longliners licensed • Seychelles has a fleet of 13 purse seiners, 7 Supply vessels and 38 Longliners
Seychelles is at the center of a major tuna fishery • Tuna fisheries a major economic driver for the sector • Port Victoria is the prime hub for tuna fisheries in the IO, especially purse-seine fisheries
MCS TOOLS • Logbooks: All reporting are being done by mail as per agreed fishing condition. • New ERS system are being develop and on trial. The ERS system will be integrated with the VMS.
MCS TOOLS VMS Transceivers: • Artisanal vessel without autonomous power supply - Still in trial phase
MCS TOOLS • Artisanal vessel with autonomous power supply, Purse seiners and longliners - 95 % VMS Coverage. • Semi Industrial and longliners - 100% VMS coverage.
MCS TOOLS Limited assets for patrol with high operational cost • Patrol vessels: National- Coastal-
MCS TOOLS • Patrol Plane:
MCS TOOLS • Scientific Observer Programme : - Initiated in 2013 to address the objective of the IOTC Regional Observer Scheme (Res. 11/04) - Freelance observer. Refer below for full report: • http://www.iotc.org/documents/seychelles-purse-seine-fishery-observer-program-overview-challenges-and-perspectives
Coastal State Control (Licencing State) • Access to tuna stock: • Licensing is the key tool in the management framework for any targeted species. • 2014 licence fees
Coastal State Control (Licencing State) SEY EEZ Restricted Zones to industrial vessels
