  3. BACKGROUND • Establishment of Emerging Pandemic Threats (EPT) Program at USAID • RESPOND is one of the EPT Projects focusing on Strengthening capacity for Outbreak disease response and surveillance • RESPOND strategies included working with available networks in the region

  4. BACKGROUND • HEALTH Alliance, a network of 7 Schools of Public Health in Eastern Africa identified as a potential partner • A regional meeting supported by RESPOND convened with a goal of establishing a network to champion tOne Health cause

  5. BACKGROUND • A major output of the meeting was Establishment of OHCEA a network of 14 Schools of Public Health and Veterinary Medicine located in six countries in East and Central Africa region. Two US partner universities- Minnesota and Tufts • OHCEA Secretariat, managed by 2 full time staff supervised by Principal investigator and CO- PI based in Kampala

  6. VISION AND MISSION • OHCEA is envisioned as a global leader in One Health approaches to sustainable health for healthy productive animals, prosperous communities and productive ecosystems

  7. MISSION • To drive transformational change for continuous improvement of health and well being of humans, animals and ecosystems through multi-displinary research, training and community service

  9. OHCEA OBJECTIVES • To establish and maintain partnerships between Human and Animal Health disciplines • To contribute to increased public knowledge of animal to human transmission of diseases using “One Health” approach

OHCEA OBJECTIVES • To promote the development and sharing of pre-service, in-service and graduate curricula tailored to the emerging disease epidemiology and outbreak response needs within OHCEA member countries • To strengthen the capacity of OHCEA countries to respond to emerging infectious disease pandemic threats

  13. OHCEA OBJECTIVES • To coordinate regional human and organizational resources to support “One Health education, training, policy and program analysis • To promote the integration of human, veterinary, and wildlife disease surveillance and control

ONE HEALTH COUNTRY COORDINATING COMMITTEES • Membership ranges from 10-12 • The Sectors involved include; Agriculture/Animal Health, Health, Nursing, Wildlife, Education, Trade and Tourism, Environment Authority, Research Institute , Sector Specific Authorities, Prime Minister’s Office and University Faculty

OHCEA STRATEGIC GOALS • Strengthen a Growing Institutional network in terms of leadership, governance, technical assistance and information sharing across countries in order to transform OHCEA to deliver One Health • Support National agencies to build capacity and efficiency for surveillance, reporting systems and outbreak response in country and cross border

  17. OHCEA STRATEGIC GOALS • Provide both pre- service, in-service and community education, training and outreach to expand the size and capabilities of One Health workforce • Build and leverage strategic partnerships with other organizations and networks for mutual awareness and benefits

  18. OHCEA STRATEGIC GOALS • Strengthen infrastructure capacity and facilitate resource sharing to support One Health implementation • Generate evidence based data and share information to advance training, science and practice, and to inform policy

  19. PROGRESS TO DATE • OHCEA Secretariat established in Kampala • 14 Focal Persons appointed by Deans • One Health Baseline Assessment conducted. Final Country reports presented and discussed at the Kinshasa Deans' summit held week beginning 16th May 2011

  20. PROGRESS TO DATE • OHCEA legally registered in Uganda as a Company limited by Gurantee • Executed a USD 3000,000 grant that expired end of July 2011 • One Health Country Coordinating Committees established-one in each of the six countries • Three Deans’ Summits held.

  21. PROGRESS TO DATE • An approved ten year Strategic Plan • OHCEA representatives visited the Intergovernmental Organizations (WHO, FAO,OIE) at Global level • OHCEA engaging with Intergovernmental Organizations at regional level to seek support in engaging national governments

  22. PROGRESS TO DATE • An operational work plan for 2011-2012 developed and submitted to RESPOND for funding • OHCEA website functional- www.ohcea.org

  23. PROGRESS TO DATE • Participation in Global meetings and workshops : • Public Health Institute supported by UMN • Bellagio Meeting- Capturing the One Health Momentum for Global Implementation

CHALLENGES • How to coordinate partners from different countries and Institutions (Country Coordinating Committees) • How to effectively communicate with and among the various partners • How to effectively and promptly engage national governments in order to ensure ownership of One Health programs

  25. CHALLENGES • Resources- financial and human expertise • Who takes Lead • Historical working in specific disciplines and operating in Silos

WAY FORWARD • Strengthen Communication channels- Deans to have regular conference calls • Initiate the process of establishing collaboration between the US partner universities 9University of Minnesota and Tufts University) • Participate in activities of One Health networks at global and regional levels

  27. WAY FORWARD • Establish position of Monitoring and Evaluation Officer • Strengthen liaison between Secretariat with OHCEA member Institutions and country offices • Develop a n Operational manual and Communication plan/strategy
