SPECIAL THREAT POSED BY U.S. NUCLEAR WEAPONS POLICY UNDER THE BUSH DOCTRINE • CHANGES ANNOUNCED IN OFFICAL DOCUMENTS IN 2002 REPRESENTING A DISCONTINUOUS SEA CHANGE IN THE INTERNATIONAL SECURITY SYSTEM • DOCTRINE OF PREEMPTION • POSSIBLE USE OF NUCLEAR WEAPONS, BREAKING THE LONG-STANDING TABOO • ALLOWS FOR POSSIBLE FIRST-STRIKE ATTACK ON ADVERSARY’S WMD • GLOBAL WAR ON TERROR; AFGHANISTGAN AND IRAQ INVASIONS AS FIRST STEPS

SOME PROPOSALS TO SECURE THE WORLD SYSTEM • NEED TO CREATE A NEW GLOBAL SYSTEM, RETHINKING ALL OF OUR CURRENT SYSTEMS OF GLOBAL GOVERNANCE • NEED FOR CLOSE INTERNATIONAL COOPERATION IN GLOBAL DECISION MAKING • MUST PROHIBIT PREEMPTION WITH STRONG SANCTIONS AGAINST ITS USE • A SYSTEM OF GLOBAL SECURITY RATHER THAN ONE WITH THE U.S. AS A HEGEMONIC GLOBAL POWER
