The Mental Health Parity Addiction and Equity Act Melody Pendleton
The Mental Health Parity Addiction and Equity Act • Put into place to bring parity between insurance coverage for physical and mental health. • Insurance coverage has to be equal between treatment at a general hospital visit and for mental health treatment. (Garcia, 2010; Barry, 2010; Huskcamp, 2010; & Goldman, 2010).
History • 1800’s mentally ill housed in almshouses or taken care of at home • In 1946 the National Mental Health Act. • In 1959 National Mental Health Institute was established • (Dolgoff & Feldstien, 2009). • 1992 the first legislation of mental health parity was passed. • Paul Wellstone and Pete Domenici • In 1998 the act was put into effect • (Herbert,2012).
History • On October 3, 2008 the Mental Health Parity Addiction and Equity Act was signed. • President Obama passed the Affordable Care Act in 2010. • Amended the MHPAEA (Friedman, 2012)
Democratic/Republican • Democrats • Agree with the idea of parity because Obama passed the Affordable Health Care Act in 2008. • Believe in employers insurance. • (Diffen, 2012) • Republicans • Believe in a greater state control. • People shouldn’t be forced to have insurance through employers. • Should have own private family insurance. • (Diffen, 2012)
Mental Health Spending/Funding • In 2008, 13.4 % of U.S. adults received treatment for a mental health problem (SAMHSA, 2010). • Mental health spending is expected to increase in the year 2014 to 203.3 billion dollars.
Mental Health Spending/Funding Cont. • In 2005 mental health spending was much less than all other health related costs. • SAMHSA’s National Survey on Drug Use and Health found in 2008 58.7 % of adults in the U.S. with a serious mental illness received treatment for a mental health problem (NIMH,2012).
Who is affected by mental health parity? • People with mental illness. • Insurance agencies. • Hospitals and doctors offices. • Community-based facilities like Piedmont in Rocky Mount, Virginia.
