Objectives of the project The project will support the establishment of the Israeli NQF and its main components as follows: • The institutional component focusing on the establishment of the Israel NQF Apex Body and its governance options (i.e. the role of each actor such as institutions, agencies, providers, social partners in the framework). • The structural component for defining the structure of the NQF and a roadmap including proposed level descriptors, procedures for levelling of qualifications, standards and criteria for drafting the learning outcomes • The legal component aiming to provide to the Israeli authorities some recommendations to establish the legal framework for the Israeli NQF and for its implementations.

Importance of cooperation • To share good practices and lessons learned on the development of the NQFs • To deepen knowledge on the Israeli qualifications • To find the most appropriate solutions for leveling the Israeli sectorial qualifications
Role of the Resident Twinning Advisor (RTA) • The RTA isin charge of the overallcoordination and management of the Twinningproject • The RTA supports the project implementation from the beginning and facilitates the implementation of each step • The RTA is entrusted to establish a continuous dialogue with the project’s partners and stakeholders in order to build a project bottom- up approach and ensure the involvement of all the interested parties The RTA islocated in the Twinning Office at the premises of DEFAD – MOE in Jerusalem and issupported by a localproject staff (RTA Assistant and RTA Language assistant)
Tasks of the Resident Twinning Advisor (RTA) • Cooperate closely with the Italianand Israeli Project Leader and RTA Counterpart • Ensurethe day-to-dayimplementation of the project • Plan, organize and monitor short-termexpertinputs and supporttheirmissionswhile in Israel • Preparethe meetings of the Project SteeringCommittee • Provide input to quarterly and final report • Plan and organize training activities, workshops and otherrelevantactivities • Coordinate the implementation of the visibilityplan and activities
Role of the RTA and Twinning Team • The Twinning team will fully support sharing with stakeholders the project's steps from the beginning and will facilitate the implementation of each step. • The Twinning team is committed to furthering continuous dialogue with the Project’s partners and stakeholders in order to build the project bottom- up and ensure a final application by all the actors of the system.
Actions for Visibility and awareness raising To achieve the overall objectives of the program we will develop a communication plan using the most appropriate communication tools to reach each single target group. To this mean, the tools will differ following different communication behaviors. The project is funded by the EU, hence the EU visibility will be also ensured throughout the project duration and activities.

Dissemination - Website • The Israeli Ministry of Education created a webpage (www.edu.gov.il/israeliNQF) within its website which is accessed directly from a link that is reported in all the material printed for the visibility plan and mails sent from the address of the project (eu.isr.twinning@education.gov.il) • All the working group members and the stakeholders will be asked to link the website in their own sites to implement dissemination.
Dissemination - Newsletter • We envisage to issue a newsletter published quarterlyin order to inform on forthcoming activities, inform on outputs and reach as many people as possible. • The newsletter will be uploaded every time on the designated website, while an alert of the newsletter publication will be sent to the entire network as well as shared through social media.
