Summary of Protocol Revisions • In 6.5.7.6.2.3, changed the performance criteria from “at an output level at least equal to the Resource’s LSL” to “released to SCED”. • Added the definition of released to SCED as net Generation greater than or equal to ninety percent of its LSL and telemetering the correct Resource Status (RST)
Protocol Revisions • Section 6.5.7.6.2.3, added the requirement for ERCOT to provide a notification to all QSEs via the ERCOT MIS Certified Area when Non-Spin is deployed to any QSE on the ERCOT system showing the time, MW quantity and duration of the deployment. • Section 8.1.1.2, added language to specify that if the QSGR receives a second Base Point lowering generation, the QSGR will be expected to perform to the subsequent appropriate Base Point.
Protocol Revisions • Section 8.1.1.4.1, added the definition for Generation Resource released to SCED at 90% of LSL to GREDP calculation criteria. • Section 8.1.1.4.1, added the following: . If a Generation Resource or DSR Portfolio has less than 15 five-minute clock intervals scored during a month, it must have a GREDP less than the greater of X% or Y MW for all but two intervals.
Protocol Revisions • Section 8.1.1.4.1, added a 5 MW deadband for over generation on wind where only a percentage was included previously. • Section 8.1.1.4.1, added the following for low number of scoring intervals in a month: If an IRR has less than 15 five-minute clock intervals scored during a month, it must have a GREDP less than the greater of Z% or 5 MW for all but two intervals.
Protocol Revisions • Section 8.1.1.4.1, added requirement that GREDP would only be calculated for 5 minute clock intervals where the WGR was curtailed for the entire interval. • Section 8.1.1.4.3, added language to NSRS energy deployment criteria to be consistent with 6.5.7.6.2.3 language specifying requirement to be released to SCED and definition of released to SCED. • Need for clarification of MW output level at 25 minutes after NSRS deployment?
