CCS Start Dates • This was a request from BOM to investigate the feasibility • April 2008 BOM 1st Reading of this section wide start date proposal • Next BOM October 22nd-vote • Proposed Implementation Date 2009-10 • All League Commissioners, BOM Members, Athletic Directors have copies. • Should have or will be on the league agendas for discussion • Broken up into 3 Proposals
Advantages to Start Dates and Consistent Definitions • Creates a level playing field for all schools in the section when to start and stop certain sports • Creates consistent definitions to apply equitably with less chance of jeopardizing games and eligibility • Promote healthier athlete physically and mentally through clearly defined seasons • Help prevent athlete & coach burnout • Help Administrators & AD’s plan school activities & facilities around prescribed sports seasons • Helps families plan lives around student-athlete season.
Big Picture • During this presentation please keep a wide lens as we navigate through each proposal. • You will apply these proposals to your particular situation. These proposals are designed to help all of the stakeholders in athletics at the high school level. • Anticipated Push-Back will be from the coaches-more is not always better; because it always has been doesn’t mean it has to be. • Other sections have these rules in place and their sports programs have not suffered but it has created an equal playing field.

Proposal #1 Highlights (cont) • Defines: • Jurisdiction of post season contest • Practices/contests of athletes through outside organizations • Determines maximum time at single practice • Penalties for Violations
Proposal #2 Spring Football Pros: • It’s always been done • There is less club football programs during the year than many other sports enjoy • Coaches have a chance to see who may be coming out in the fall • “It’s holy ground, you can’t take away spring football!” Cons • Why does football get to have off-season practice when no one else does? • Is this an equity issue; if football gets to have it, do we have to let girls volleyball, or other fall sports and why doesn’t baseball get some days of fall baseball practice then? etc.etc. • There is more summer football activity than in the past, so do they still need this? • Interferes with spring sports • Interferes with spring scholastic activities (e.g. testing, finals, etc.) • No one is sure what benefit it is to any program. Coaches hold it for all different kinds of reasons.
Proposal #2 (cont) • If we allow spring football the language would read as follows and be inserted into Article V, Section 3. F.4.a. Spring Football • In the sport of football only, schools will be allowed no more than 10 days and no more than 20 hours of spring practice, wearing only cleats and helmets, beginning no earlier than May 1st . • No tryouts may be conducted during spring football practice. • Spring Football may not be implicitly or explicitly mandated by the coach or anyone else associated with the school or the program.
Proposal #3 Highlights Rest PeriodsBroken into 2 options Proposal 3A • Defines Rest Period-2 weeks prior to 1st Practice • Outlines dates of rest period • Allows for study halls & multi sport coaches • Allows for National or International Competitions • Outlines prohibitions-no contact by any member of coaching staff, no open gyms, wt rooms, meetings etc. • The use of outside teams/organization not allowed to circumvent this rule • Outlines Penalties for Violations
Proposal #3 Highlights Rest PeriodsBroken into 2 options Proposal 3B The same as 3A with the following exceptions: • Conditioning would be allowed • This conditioning may not be activities that involve skill development specific to the sport they will be participating in the upcoming season • Conditioning sessions during this time may not be implicitly or explicitly mandated by the coach or anyone connected to the program • Conditioning sessions may not be more than 1.5 hours in length • The Principal & AD must certify that their school is in full compliance to the league commissioner
Start Dates • 3 separate tightly meshed with each other • They can be handled separately & the committee did not want to hold up the entire proposal for resolvable points. • Recommendation: • to vote for Proposal 3 • then Proposal 2 • then Proposal 1
