  2. What is devolution? Devolution Planning

  3. Devolution Planning • The capability to transfer statutory authority and responsibility for essential functions from an agency’s primary operating staff and facilities to other employees and facilities and to sustain that operational capability for an extended period.

  4. Devolution Plan • An extension of the organization’s concept of operations for COOP • Provides a mechanism for ensuring continuity of essential functions • Generally accounts for the loss or incapacitation of an organizations staff in addition its facility.

  5. Devolution Planning • Prioritized essential functions that must devolve. • A roster of fully equipped and trained personnel. • Likely triggers for the activation of the devolution plan. • A description of how and when direction and control of agency operations will be transferred. • A list of necessary resources.

  6. Devolution Planning • Reliable processes and procedures for acquiring necessary resources. • Capabilities for restoring or reconstituting agency authorities to their preevent status upon termination of devolution.
