Modified or special activities • If these four criteria are met • Programs and activities operate within the most normal and appropriate setting • Qualified students with disabilities are not denied opportunity to participate in programs and activities that are not separate and different • Qualified students with disabilities are able to participate in one or more regular programs and activities • Students with disabilities are appropriately placed in full-time special facilities.
