Proposal Phase – Needs Assessment • Facility specific needs assessment conducted: • Identification of current & future trends • Review of existing facilities & services • Community needs survey • Involves broad consultation: • Members of the community • Other LGAs • Other service providers • Informs decision

  5. Proposal Phase – Feasibility Study • Purpose – to refine concept of facility • Determine performance – practically & financially • Key facility requirements: • Understand the basic goals & objective

Project Phase: Design Team • Appointment of Design Team – consultants engaged to develop the design of the facility • Size of team dependant on size of facility project • Examples: • Architect • Structural engineer • Mechanical & electrical engineer • Cost planner/ quantity surveyor • Landscape architect • Acoustics consultant • Project Manager

  20. Cost Estimate Considerations • Building costs • Locality Allowance • Design Variables • Contingency Sum • Rise & Fall – tender & to completion • Extra costs – other than “building costs”

Project Phase: Construction • Architect prepares construction documents includes drawings & specifications • Planning committee & Architect hire contractor • IMPORTANT: • Planning committee understand blue prints • Relationship & communication between planning committee, architect & contractor!
