MU2 Value Set Update The May, 2012 Essential Components Tiger Team value set recommendations are actively being executed by NLM & ONC. Ongoing activity: • NLM’s initial validation of MU2 value sets is nearing completion. • ONC is coordinating clean-up work by value-set authors. • NLM is the authoritative source for MU value sets. Value Set Planning May Value Set 2012 scope: Value set infrastructure to support MU2 value set delivery and consumption. We now have the opportunity to address: • Value set governance • Longer term infrastructure needs: • Value set authorship & versioning • Value set reuse • Semantic validity Office of the National Coordinator for Health Information Technology
Draft Governance Principles Draft Value Set Governance Principles: Specify stakeholders and their roles. Define missionand strategy. Define policies for shared decision-making (including dispute resolution) and oversight. Identify action and reporting responsibilities. Clarify and resolve intellectual property rights. CDS as Real-Time Quality Improvement Moving the bar on quality: • Retrospective reporting is too late to improve patient outcomes. • Identifying needed interventions just-in-time offers the best opportunity to improve care. • Clinical decision support can support both just-in-time care and quality measurement. • Increasing just-in-time quality measurement is consistent with testimony from the June 7, 2012 quality hearing.
