Potential Aviation Benefits of L2C • In 2003, MITRE assessed L2C benefits to both the WAAS ground system and airborne user • Study found that there were potentially significant benefits to both • Ground • More robust carrier and code tracking than current L2 semi-codeless receivers (especially in scintillation) • Airborne • More robust carrier and code tracking • Permits direct ionospheric delay estimates • High availability of LPV service (availability of GLS service is also improved) • Backup in the case of interference on L1 or L5

Spectrum Issues • International Telecommunications Union (ITU) allocations for 1215 – 1240 MHz are (all Primary): • Earth Exploration Satellite (active) • Radiolocation • Radionavigation Satellite (s > E) • Space Research (active) • Footnotes add Fixed/Mobile and Radionavigation as Primary allocations in 34 and 73 countries, respectively • Mobile allocations in India and Japan can be expected to migrate to most of the Asia-Pacific region in the next few years • Due to spectrum issues, the International Civil Aviation Organization (ICAO) decided in April 2002 not to develop international aviation standards for L2C

Summary and Recommendations • L2C could provide important benefits to both the WAAS ground system and the aviation user • Most of these benefits will be provided by L5, but later • Due to spectrum issues, safety-of-life aviation uses of L2C are not recommended • L2C may have a limited role as a supplemental navigation signal (to L1 and L5)
