  2. ICAO HLM-ENV • October 7-9, 2009 – Montréal, Canada • ICAO Council adopted the GIACC Programme of Action • Recognized the progress achieved by GIACC • Seeks input from Contracting States to prepare ICAO’s message for UNFCCC/COP 15 on the basis of GIACC Programme of Action

ICAO HLM-ENV Agenda • Aspirational goals and implementation options • Proposals for strategies and measures to achieve emissions reductions • Means to measure progress • Financial and human resources • Review of Programme of Action on International Aviation and Climate Change and recommendations to COP 15

  4. ICAO HLM-ENV Key Questions • Are fuel efficiency goals sufficient to address aviation’s contribution to GHG emissions? • Can the HLM-ENV agree on goals of greater ambition? (e.g., carbon-neutral growth, reductions) • Does HLM-ENV launch GIACC II? • How to address market-based measures?
