Status on KPAS (Korean Public Alert System) over LTE HyeonWoo LEE, DJ(DaeJung) KIM TTA
Highlight of Current Activities (1/2) • LTE commercial service by two operators (SKT and LG Uplus) has been started on 800㎒ band from July 1st, 2011. • And it is expected that additional LTE commercial service will be provided on additional 800㎒ band, 1.8㎓ and 2.1㎓ band by three operators(KT, SKT and LG Uplus) in the near future.
Highlight of Current Activities (2/2) • Korean Public Alert System (KPAS) • In the 2G CDMA network, public alert message service has been provided • However the message service is not yet prepared on 3G WCDMA network . • From this issue, the Korean government, NEMA (National Emergency Management Agency) has a plan to provide this service over LTE network from end of 2012 as mandatory feature to LTE UE.
Strategic Direction • With regard to the above situation, TTA PG701 as a charging PG in TTA has developed the draft for this service since March, 2011. • The draft was approved as TTA standard by TTA TA (Technical Assembly) on September 28, 2011
Challenges • Action in 3GPP • For the global harmonization, TTA proposed this issue to 3GPP from the August such as 3GPP SA1 and CT1. • 3GPP TSG SA plenary held on September in Japan approved CRs on the KPAS from Rel-10 onwards even though Rel-10 is functionally frozen.
Next Steps / Actions • Message Identifier part in KPAS TTA standard will be updated for the global harmonization of 3GPP. • It is expected that the revised draft of KPAS over LTE will be approved end of this year. • Also TTA hopes that KPAS eventually will be adopted to the relevant 3GPP TSs within 2011.
