  2. Highlights Located in the City of Hanford, County of Kings, in the heart of California’s San Joaquin Valley. California is committed to aggressive growth of biofuels to replace 20 percent of petroleum fuel consumption by 2020 and 30 percent by 2030. • GVE Site Highlights • Less than three hours by truck to over 1 Bn gallons of ethanol demand. • Less than two hours by truck to 2.5 Million head of cattle. • Permitted for up to 63 Million gallons (4,300 bpsd) of ethanol. • Permits include carbon dioxide recovery plant. • Enterprise Zone with substantial tax credits and incentives. • R&D tax credit is highest in the U.S. • Adjacent to main rail line and existing feed mill. • Excellent access to Central Valley’s major highways. • More than 13 Million BDT/yr of gross biomass in the San Joaquin Valley. • 110 plus acres with other potential uses and expansion opportunities.

  3. Company History 2006 Bakersfield startup in January. Purpose was to develop two biofuels projects in the San Joaquin Valley. Completed feasibility studies, secured control of two sites (Hanford and Wasco), raised development equity. 2007 Completed entitlements process (conditional use permits, air permits, full environmental impact review including aesthetics, agriculture, biological, noise, traffic, air quality, risk, water, wastewater, greenhouse gases, and more). Approvals in December 2007. 2008 Decisions appealed by interveners, approvals in March. Lawsuits filed by interveners in April. Settled lawsuit in Hanford, fully entitled site as of September. Withdrew from Wasco.
