European Context • Energy including energy efficiency is one of the top issues on EU policies • ENEF is one of the fundamental pillars of sustainable development - part of energy security of supply issues • New influences - relationship to environment - climate change - technological progress and commercial opportunity

Current energy efficiency situation in the Slovak Republic • Dependance on import of primary energy sources (90 % of PES is imported) • Solutions: - diversification of import possibilities - efficient valuation of imported PES - as extensive as possible, yet cost-effective, use of domestic energy sources - systematic reduction of energy intensity and overall energy consumption
Current energy efficiency situation of the Slovak Republic • Available data indicate that Slovakia’s GDP energy intensity is approximately 4,1 times higher than the EU-27 average Source: EUROSTAT
Energy Policy • New Energy Policy (01/2006) - one of the priorities is Energy efficiency - is oriented more on security of energy supply and supply side • - request - to prepare Energy Efficiency Concept (oriented mainly on energy savings on demand side)
Energy Efficiency Concept • adopted by Government on 4 July 2007 • a strategic programming document with an outlook for activities and measures until 2020 • prepared by the Ministry of Economy of the Slovak Republic in cooperation with the Slovak Innovation and Energy Agency and selected central government bodies, public administration bodies and other relevant subjects
Energy Efficiency Concept • Purpose: - to facilitate solution of the energy issues not addressed by the internal energy market, - summarize the current knowledge of energy savings potentials in individual sectors of the Slovak economy, - identify barriers, - put forward strategic targets and priorities, - define energy-saving measures, - schedule individual actions, - ensure that the proposed measures are performed and monitored
Energy Efficiency Concept • Quantified target: - achieving annual savings in final energy consumption in an average amount of 4,135 TJ/year This value is identical with an indicative target set by Directive 2006/32/EC on energy services for the period from 2008 – 2017, i.e. to save 9 % of the final energy consumption over 9 years, while the quantification is performed for the period of the last five years (data from years 2001 to 2005).
Energy Efficiency Concept • Main barriers to overcome: - barriers concerning policy, legal and regulatory framework - barriers concerning institutional framework, - budgetary, tax and price barriers - financial barriers and - barriers in the field of awareness of energy efficiency
Strategic approach • Main steps: - Conceptual documents - Set of legislation and institutional measures - Creation of a suitable environment for realisation of technical measures - Creation of support programmes (financial sources and efficiency of expenses)
Energy efficiency action plan 2008 - 2010 • a key implementing tool of the Energy Efficiency Concept. • defines selected measures aimed at achieving of energy saving target for the period 2008 to 2010 and necessary financial sources • quantified targets set for year: • 2010 - achieving annual savings in final energy consumption cumulative 3% i.e. 12 405 TJ • 2016 - achieving annual savings in final energy consumption cumulative 9% i.e. 37 215 TJ

Energy efficiency action plan 2008 - 2010 • Priorities of EEAP: - to realise considerable energy savings from operation of existing buildings; to adopt more stringent energy requirements for new buildings; - to develop and regularly update the minimum technical energy efficiency and labelling requirements for energy-using equipment; - to considerable increase awareness and improve behaviour of all energy users, including the demonstration of benefits of the existing energy-efficient technologies through better information;
Energy efficiency action plan 2008 - 2010 • Priorities of EEAP: - to make use of a significant energy saving potential in the transportation sector by means of various measures, including legal regulations; - to improve efficiency of equipment in heat and electricity generation (e.g. using the highly-efficient electricity and heat cogeneration) and in reducing energy losses during transmission, transport and distribution of energy; - purposeful use of tax and fiscal measures and supporting mechanisms in order to use energy more efficiently.
Energy efficiency action plan 2008 - 2010 • Horizontal measures: - Act on Energy Efficiency - establishing of the Energy Efficiency Fund - monitoring and information system for ENEF - building of energy advisors centres and regional energy agencies - education for children at schools of all types - targeted information campaigns for different end users - support for energy services - applying of ENEF principles in public procurement
Energy efficiency action plan 2008 - 2010 • Buildings: - adaptation of Construction Act, Act on Energy Performance of Buildings and other relevant legal documents - stringent energy requirements for new buildings - increasing of thermo-technical properties of existing buildings (partly in public sector - hospitals, universities etc.) - installation of heat pumps in buildings - support schemes for voluntary energy certificates and energy audits for buildings for non-manufacturing use - support for efficient buildings (low-energy buildings, passive houses)
Energy efficiency action plan 2008 - 2010 • Energy using products and appliances: - developing and regularly update the minimum technical energy efficiency and labelling requirements for energy-using equipment by new legislation - voluntary information campaigns for end users partly by producers targeted on energy efficiency of appliances and labelling - increasing of advice for end users by education of sale persons and importers - support scheme for changing of white goods (fridges, freezers) for progressive ones
Energy efficiency action plan 2008 - 2010 • Public sector (state and local authorities): - energy services targeted to public lighting systems - Center for public lighting - setting of minimum requirements for energy efficiency of public lighting - modernisation of public lighting systems (financed partly from Norwegian Financial Mechanism and Financial Mechanism of EEA and Structural Funds)
Energy efficiency action plan 2008 - 2010 • Industrial sector and agriculture: - transfer of new, progressive and environmentally friendly technologies - support for energy audits in industrial facilities - monitoring and control of energy consumption in industry - innovation and technological transfers - optimalization of transformation and distribution of energy in industry - support for high efficient CHP in industry
Energy efficiency action plan 2008 - 2010 • Transportation sector: - system of regular technical and emission checks - charging system for utilisation of transport infrastructure (highways and roads) - modernisation of transport fleet and infrastructure - optimalization of transport traffic and public transport - building of basic network of public terminals for intermodal transport
