Downtown Orlando Plan Amendment Context • Since the Downtown Outlook was adopted in 2000, there has been: • Shift to a stronger Downtown residential market • Emphasis on the Parramore Community • Emphasis on development of the Community Venues • Completion of numerous studies and reports • Change in economic conditions
Proposed Amendment Overview • Strengthens CRA commitment to the holistic revitalization of the Parramore Community (housing, public safety, parks & open space, mobility, job creation, education, etc.) • Reinforces CRA commitment to Retail Revitalization • Reinforces CRA commitment to Sustainability Initiatives • Enables CRA to provide capital and/or operational funding to the Coalition for the Homeless • Facilitates CRA involvement in the Creative Village project • Strengthens CRA commitment to transit circulator expansion to complement SunRail
Plan Amendment Rationale • Proposed amendment to the Downtown Orlando Community Redevelopment Area Plan facilitates participation in projects/initiatives through 2040 • Downtown Outlook does not obligate CRA funding • Furthermore, this proposed Amendment incorporates the 2000 Downtown Outlook, the 2007 Amendment, and the 2010 Amendment into one document.
Downtown Outlook Part III ProcessSection 163.361 defines a process for amending the redevelopment plan • August 26,2009 - CRA Advisory Board recommended approval and forwarded Plan Amendment to CRA • January 11, 2010 - CRA received Plan Amendment and forwarded to LPA/MPB • January 19, 2010 - MPB unanimously confirmed that the proposed Plan Amendment conforms with the Comprehensive Plan/Growth Management Plan • January 29, 2010 -Notification provided to taxing authorities(DDB, City of Orlando, and Orange County)
Downtown Outlook Part III Process • February 1, 2010 -City Council approval of January 19, 2010 MPB minutes • February 8, 2010 –Public notice of hearing published in Orlando Sentinel • February 22, 2010 -CRA meets to consider approval and submit to City Council • February 22, 2010 - City Council receives Plan Amendment from CRA, holds hearing on Plan Amendment and considers approval of Plan Amendment and adopts by Resolution • February 22, 2010 - City Council first reading of ordinance amending trust fund ordinance and Public Hearing • March 8, 2010 - City Council second reading and final approval/adoption of ordinance amending trust fund ordinance
Trust Fund Ordinance Amendment • The Community Redevelopment Trust Fund provides for the deposit of the increment revenues in the CRA district from the various taxing authorities. • Pursuant to 163.387(1), increment revenues are to be used only by the CRA to finance or refinance any community redevelopment it undertakes pursuant to the approved Plan. • The required public notice of this action was sent to taxing authorities on January 29, 2010 and public notice was published in the Orlando Sentinel on February 8, 2010. • This amendment to the Trust Fund Ordinance amends references in the Ordinance to the Plan to include the Plan Amendment of February 22, 2010. • In each prior instance of amending the Plan, City Council has also approved a companion amendment to the Trust Fund Ordinance. • The inclusion of the February 22, 2010 Plan Amendment allows the expenditure of increment revenues from the trust fund for projects in the 2010 Plan Amendment.
CRA Requested Action: Plan Amendment • Approval of the attached Plan Amendment and attached Resolution adopting the Plan Amendment and forward to City Council with recommendation to approve the same.
CRA Requested Action: Trust Fund Ordinance Amendment • Approval of the attached proposed amendment to the Trust Fund Ordinance and forward to City Council with recommendation to approve the same.
CRA Requested Action: Amendment No. 1 Camden Orange Court • Approval of Amendment No. 1 to the Downtown Residential Investment Program Agreement Camden Orange Court and authorization for the Chairman and Executive Director to execute same subject to review and approval by the City Attorney's Office.
City Council Hearings:Downtown Outlook Plan Amendment • Approving a Plan Amendment and adopting a Resolution of the City Council of the City of Orlando, Florida, relating to community redevelopment; making findings; approving and adopting a community redevelopment plan amendment; authorizing implementation of such plan amendment; providing an effective date.

City Council Hearings/Ordinances/1st Read:Community Redevelopment Trust Fund Ordinance Amendment • Approving an ordinance of the City of Orlando, Florida, pursuant to section 163.387, Florida Statutes; amending ordinances enacted July 12, 1982, June 18, 1990, October 23, 2000 and June 25, 2007, that created a Community Redevelopment Trust Fund for the Downtown Orlando Community Redevelopment Area; amending references to the Community Redevelopment Plan for the Downtown Orlando Community Redevelopment Area to include the Plan Amendment approved by the City Council on February 22, 2010; providing an effective date.
