Defining the Problem PMs/ILSMs are tasked to develop and implement a comprehensive, cross-functional life cycle support program Ability to meet this tasking is constrained by: Limited Resources (Government/Contractor support staff, funding, etc.) Lack of requisite knowledge/specialized skills Competing interests Oversight of OEM/vendor contract performance Defending/managing internal budgets and program execution activities; absorbing resource reductions Answering OSD, Service and PEO/SYSCOM-level data calls Ensuring compliance with, and responding to, OSD, Service and SYSCOM-level directives/initiatives that may be unfunded, un-prioritized, conflicting, or opaque 2

A Potential Solution PMs/ILSMs would benefit greatly from the services of an “on-call” cadre of Subject Matter Experts (SMEs) and development of Program Guides for each functional area For consulting on specific plans, key events, issues, risks For bigger-picture planning and execution ‘sanity checks’/mentoring Contract language development (SOWs, CDRLs, DIDs, clauses, etc) More realistic funding line development The Fleet would also benefit from standardized approaches and Enterprise-level prioritization Eliminating system-unique solutions (e.g., life-cycle Integrated Data Environments, extended Interim Support arrangements, new program-specific organic support activities) Freeing up associated budgets for other Fleet priorities Sharing and implementing lessons learned A Cross-Program Logistics Force Multiplier 3

Building theCapability Identification and recruitment of element-specific talent/domain expertise already underway ILA “SME Repository” Driving vehicles are in place Gate/Pass Reviews, PoPs initiative/extension, ILA Instructions Draft supporting policy baseline is available LRA Policy document; will require amplification to more directly address SME Cadre implementation Precedent exists in other DoD/DoN organizations Organizational activity models can be applied 4

Proposed Way Forward Pulse ILSMs to gauge interest, desired focal points/priorities Finalize and promulgate SME Repository Finish identifying all players including any funding requirements Issue associated SYSCOM-level guidance Run a MS A “pilot” increment on several ACAT I & II programs in several areas Identify selected functional areas POA&M specifics, draft SOW/MIPR/TPS task language Issue and award initial Govt/Industry tasking after receipt of POM10 funding Need is Apparent, Path is Clear, Timing is Superb 5

Proposed Way Forward SME “pilot” will focus on those areas that have greatest early program influence Reliability, Availability, Maintainability Human Systems Integration Human Factors Engineering Manpower & Personnel Environmental, Safety, Occupational Health Standardization and Commonality Analyze results of “pilot” Use to refine resource requirements Assimilate into Competency Alignment efforts Concentrate on Design Influencers 6
