  22. Project Requirements • Cable-Stayed structure required for new Main Span – tower height limited to approx. 295 feet by FAA • Propose structure types for the remaining segments • Provide overall geometry, alignment & profile as defined by RFP

Project Requirements • The Design-Builder will be required to develop the design of the new WB Main Span and Approaches to the degree necessary to fully ensure that it is compatible and consistent with the proposed design of the new EB structure and that it is constructable with the EB structure in place. The plans shall include but not be limited to the geometric, aesthetic and structural features including clearances. • More specific details in RFP

Project Requirements • ROD committed to limiting the number of construction truck trips on local streets by bringing materials and equipment to the site by barge via Newtown Creek • Delivery and Removal of materials by rail is also feasible and can be discussed further with LIRR and New York & Atlantic Railway

  25. Right-of-Way Acquisitions • State has acquired all private property required for the project • Proposers should be aware not all properties have been vacated • State continuing to pursue means to have all occupied properties vacated by NTP date • Update on status of occupied properties will be provided in RFP

  27. Utility Status • Verified utility facility locations – SUE program completed • Identified potential conflicts • Finalizing Preliminary Utility Work Agreements with utility owners – to be included in RFP • NYSDOT & Design-Builder responsible for Final Utility Agreements (coordinated effort)

  28. Contaminated Materials • Contaminated soil & groundwater throughout project limits • Historic use of properties over the past century • Mostly non-hazardous levels • Several more serious areas of concern

Contaminated Materials • NYSDOT has acquired TE and PE for construction of the new EB structure and for a lay-down area adjacent to creek • NYSDEC requires the Laurel Hill Site to be capped before construction • NYSDOT is obtaining NYSDEC approval for capping plans and specifications that will be provided to the Design-Builder as part of the RFP

  34. Contaminated Materials • Safety Protocols for handling & disposal of contaminants (federal & state regulations) • All plans will require approval from NYSDOT and appropriate regulatory agencies prior to start of work

Agency Permits • NYSDOT’s goal to secure all required permits at time of award • NYSDOT submitted applications based on assumptions in 40% Plans • Design-Builder responsible for any proposed permit modifications or obtaining additional permits • Design-Builder responsible for any permit renewals

Quality Control (QC) • QC is Design-Builder’s Responsibility • Design-Builder shall appoint a QC Manager responsible for QC Plan for both Design & Construction • Design QC shall be by the Designer in accordance with the QC Plan • Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder)

  47. Quality Control (QC) • Materials Testing shall be by an Independent Testing Firm or Laboratory (Hired by the Design-Builder) • Independent Testing Firm shall report to the Construction Inspection Firm

  48. Quality Assurance (QA) • QA is Department’s Responsibility • The Department may perform QA on any of the Design-Builder’s activities • The Department will utilize an independent Consultant to perform QA of the Design-Builder’s Designs

  50. Submission Guidelines • All proposals must be self-contained • Do not have links to external web sites • Must contain all information needed for evaluation • Do not “assume the Department knows” your firm and it’s experience/ qualifications • QC SOQ’s before submission
