REED can be used in many ways • It allows specific interventions both from government and civil society to improve specific aspect of urban governance It is a diagnostic for assessing the quality of urban governance in a city/ region • It can be basis to operationalize a systems approach for provision of infrastructure and services
Regional Perspectivelocates a city or town in its larger context of the region for planning and governance. Cities don’t function in isolation. They influence and are influenced by its surrounding areas. The “regional” in Regional Perspective refers to the district boundaries. In the Indian context, district is defined as geographic area representing a region, defined by an administrative boundary. For example, when you have an international airport outside the city, it will impact planning for various resources including roads, water and sanitation, in the entire region

Empowering Citizens • Empowering refers to equip people with the necessary knowledge and a voice through formal platforms. • Citizens need to be educated and have a formal platform to engage with the government for local decision making. • Knowledge is empowering when citizens learn about: • Formal platforms are inclusive, long term, legal and government ratified • Structure of their govt and • Agencies that represent the govt • Area Sabhas are formal platforms for citizens to raise concerns and engage with the local government • Their roles and responsibilities as citizens ? Enabling Citizens Skills and Tools for Participation • In other words, knowledge which aids us to exert our rights and responsibilities to bring about change is classified as a “tool that enables citizens” • Appropriate skills and tools assist citizens to productively engage with governments in order to reach desired outcomes at the earliest. • For example, Through e-governance ,the public is enabled to participate many different ways by: (i) commenting on e-government plans; or (ii) participating in dialogues hosted by the government. • Citizens- enabling with skills and tools in order to take collective action for effective participation in the governance. Knowledge is also enabling when it informs citizens about the performance of the government such that the government and other representative agencies become more accountable.
