Law on Ensuring equal opportunities between women and men, article. 7, 2 The political parties are obliged to contribuite to ensuring equal rights between women and men by: a) Ensuring representation in the parties’ governing bodies of women and men; b) Ensuring representation on the candidates lists of women and men without sex discrimination

Recommendations for improving legislation • The Law should clarify the concept of equal opportunities in the decision-making, political and electoral process. • (Recommendation Rec(2003)3 of the Committee of Ministers:In achieving the goal of equal participation of women and men in the political and decision-making process, a minimum participation rate of 40% for each sex is considered as the parity threshold to be attained. • The Law should impose additional requirements for parties (at least for those that claim public funds; requirements on positioning in the list; separtate the information on gender basis; internal plans to increase equal opportunities).
Recommendations for improving legislation • The Law should offer benefits to political parties for balanced gender representation. (additional funding in accordance to the percentage of representation on the lists, funding for activities designed to improve gender equality) • The Law should impose sanctions (The law should impose sanctions (limiting and cutting the state funding, imposing fines, coercive action)
