NY FPO OFFICELATERAL PRECISION PERFORMANCE WITH VERTICAL GUIDANCE(LPV) February 2006
OVERVIEW • FPO MISSION • FPO’s Role in LPV Process • FAA FLIGHT PLAN • ATO Restructuring
FPO MISSION • OVERALL MANAGEMENT OF REGIONS INSTRUMENT FLIGHT PROCEDURES MISSION • Determine whether or not SIAP is Required • Coordinates Request for Procedure Development with NFPO/OKC DEVELOPMENT BRANCH (AVN-100) • Assures published procedure incorporate changes • determines whether or not terminal procedures are canceled. ***ALL NEW AND AMENDMENTS TO PROCEDURES MUST COME THROUGH THE NY FPO FOR COORDINATION
FPO Mission • SUPPORT OF REGIONAL PROGRAMS/OFFICES • Airports, Airway Facilities, ANI, Air Traffic, and Flight Standards AND other Lines of Business (LOB) • Performing facilities and equipment (F&E) NAVAIDs and visual landing aid evaluations.
FPO’s ROLE IN THE LPV Process • 2004 Input from Airports/State Aviations • Feasibility Study • FPO Submitted List of Potential Airport • For consideration to OKC • Begin Coordination/Checklist Airport, ATC and ADO checklist (NEW)
Potential LPV Rwys • Verify Runway/Obstacle Survey Data • AC 150/5300-13 Appendix 16 • D, ANAPC, PIR • Verify Runway data in AVNIS/MIS http://avnwww.jccbi.gov/datasheet/ • Feasibility Study • Final Approach • Initial Missed Approach • Visibility 34:1 and 20: 1 Surface • Circling Area
LPV Precision Dimensions. An LPV approach is classified as an APV Procedure Based on the Lateral OCS dimensions of the Precision Approach Trapezoid, With Vertical Guidance Provided By the WAAS where the VAL >12 and < 50 meters. These procedures are Published on RNAV Global Position System (GPS) approach charts as the LPV minimum line.
Problem AREAS • 405 Obstacle Survey survey (AC-150/5300-13) D, ANAPC, PIR • GQS Surface • OBSTACLE Penetrations/removal • NOTE: Airports requesting LPV procedures may need to other improvements, including obstacle removal,(GQS), runway markings.
LPV CRITERIA FAA 8260.52 Criteria/Construction --Order specifies criteria for Wide Area Augmentation System (WAAS) approach procedures where the value for the vertical alarm limit (VAL) is >12 meters and < 50 Meters vertical performance given the stated VAL parameters. -- Approaches constructed under these criteria are termed “LPV”
What’s Driving WAAS/RNAV/LPV/GPS/RNP Initiative? AS OUTLINED IN “FLIGHT PLAN 2006” THE INCREASE USE OF SATELLITE BASED TECHNOLOGY THROUGH OUT THE NATIONAL AIRSPACE, WILL NOT ONLY INCREASE AIRPORT CAPACITY BUT ALSO EFFICIENT USE OF THE AIRSPACE.
FLIGHT PLAN 2006 The FAA Administrator's way of sharing FAA’s plan for moving forward as well as updating status of on going projects and initiatives http://www.faa.gov/about/plans_reports/media/flight_plan_2006.pdf
FLIGHT PLAN • WAAS ALLOWS NEAR-PRECISION LANDINGS AT AIRPORTS WITHOUT EXPENSIVE GROUNDBASE LANDING SYSTEMS, • SAVING MONEY AND EXPANDING CAPACITY
FLIGHT PLAN • RNAV PROCEDURES SIGNIFICANT FUEL SAVINGS/REDUCTIONS IN FLOWN MILES (Direct Routes/Point to Point) • EFFICIENT USE OF AIRSPACE • INCREASE CAPACITY
LPV GOALS FORFY- 2006 NFPG Goal 197 ILS RWY Ends 394 non-ILS RWY Ends 591 LPV Approaches Flight Plan Goal 300 LPV Approaches OMB Goal 300 LPV Approaches To non-ILS RWY Ends
