  4. Canal Urgence Introduction: Why do we need an Emergency Process? • Strategy ACFIN 2015: • Pilier 2: RESPOND AND ANTICIPATE HUMANITARIAN CRISES, FIGHT AGAINST VULNERABILITY AND INCREASE RESILIENCE OF THE POPULATIONS THAT LIVE IN CRISES. • Indicators: • A decision will be made within 24 hours on whether to intervene or not in a rapid onset emergency • A team to be dispatched within 48 hours to do an evaluation • Emergency activities to be implemented within 7 to 15 days

  5. What is an Emergency? Canal Urgence A massive displacement of populations facing survival issues A deterioration of the situation for people already asphyxiated (conflict, natural environment) A natural disaster with heavy destructions Should ACF be present in a country or not… …there is an emergency when there is a risk of immediate human lost (Life Saving imperative)

  6. Canal Urgence Definition Emergency • There is a humanitarian emergency (slow or quick onset) when a natural disaster or a man made crisis, overwhelms the capacity of the affected population and threatens its survival.

  7. 1 2 3 Initial shock (slow or quick onset) 4 Exceeds capacity of population (vulnerability) 5 Primary needs are not covered (life saving) The « intervention » criterias Why should ACF intervene ? 5 crucial criterias ACF mandate (legitimacy of intervention) ACF capacity

  8. Canal Urgence Geographical localisation of the Emergency • 2 situations depending on the localization of the emergency • ACF Mission whether ACF is present in the affected zone or not. Triggering of Canal Urgence by the ACF Mission/HQ and also triggering of the EMS (by HQ Director) if need of some support by the ACF network • No ACF mission in the affected country Triggering of the EMS by the HQ Directors for the ACF network (rota system + principle of managing HQ versus the supporting HQ) Anticipation of emergencies: • Monitoring on the mission: indicators, evaluation, contacts… • Emergency Preparedness and Response Plan

  9. Canal Urgence “Light” Process Trigger Evaluation Mission + HQ 1 - Log 2 - HR 3 - $ 4- Decision Process 4 – DECISION PROCESS 2 – HUMAN RESSOURCES 3 – FINANCIAL MEANS Canal urgence Process • Disaster Snapshot Report • - Emergency Evaluation • HQ Crisis Cell • Field Chronogram : • Evaluation in the first 24 hours (even if the disaster is not within the ACF intervention zone + no need for any HQ validation) • Letter of intent/Concept Note to be sent to donors (with HQ validation) • Mobilization of teams in the first 72 hours. 1 - LOGISTICS

The emergency number +33 6 7617 7617 • With what kind of information? Complete the Disaster Snapshot report • What does the emergency mode imply? • Specific emergency process are put into place • The emergency process (evaluation and answer) becomes a top priority over regular programs • An emergency cell is set up at HQ level to follow the emergency during the whole emergency. • In case of need, anyone has to give priority assistance to the members of the emergency cell

After 24 hours, the composition is reviewed according to evolving needs. • Takes full time care of the emergency and insures permanent duty: • The emergency cell takes care of all aspects concerning the emergency: strategy of the mission, sending of expats + admin procedures, purchases, logistics, availability of cash, crisis communication • The emergency cell relies on each department when needed • Demands from the emergency cells have priority over those of other missions • Demands from the emergency cell are treated according to emergency “light” process of Canal Urgence.
