Historical Antecedents of Methodology. • In the 60’s and 70’s there was an aspiration towards an integral structural transformation, that was: economical, political and social. • In the 90’s and at the start of the new millennium there is a new vision in light of changes. • There is talk of changes at the local, family, community and organisational levels. • This change always looks at questioning the relations of power that limit individual expression and participation in the making of decisions.
NOVEL. • The most novel of all things is that a human being stops being the object of attention and converts to being the subject of social processes. • The pastoral agents stop being popular educators of the people and now start to look for a fraternal and joint dialogue with the communities in order to build united, participatory and organised communities.
What social policies could bring about this methodology? • Allow the development of capabilities in order to know the community problems and look for solutions. • They can influence global changes when the communities or social groups unite in networks to demand participation and respect for their human rights.
