Threeways for SPIRAL 1- Rapid way:using criteria of well-being at european level • poverty reduction process • analyzing and improving impact of existing policies and actions Action plan for fighting poverty through coresponsibility 2- Intermediary way: collecting criteria with citizens (HG) • larger implication of citizens – larger scope of pilot actions of co-responsibility • possibility to improve global relevance of policies Action plan to develop co-responsibility for well-being of all. 3- Deep way:building indicators of progress in well-being • Deep analyze of situation of people in terms of well-being • Possibility to develop individual and collective/ territorial projects of life Project of Territory of Coresponsibility

4- How to develop social cohesion strategy and action plan in Latvia and Estonia
Ideas to be discussed The process began in Salaspils From this experience and other interested towns, may be possible to have a group of pilot towns in Sweden as a basis for a bottom up approach at national level. Council of Europe can give support to do so
