  2. Background: • Order Signed June 22, 2009 • District Creation Effective Oct 1, 2009 • Includes all surface water rights – see map • First Annual Meeting to be held March, 2010 • Steering Committee Goals prior to March, 2010

  3. Steering Committee Goals: • Determine proposed budget (& assessments) • Draft resolutions for annual meeting • Solicit interest for watermaster position

  4. Water Rights Overview – WD29D: • 654 surface water rights total • About 300 deminimis stock and domestic rts. • Includes about 52 private & Fed in-stream stock rts • Additional 116 Fed stock rts (not in-stream) • About 132 private domestic & stock rts • About 354 remaining rights • 338 for irrigation (0.2 to 165 acres) • 4 municipal • 4 hydro power • 5 recreation/wildlife storage • 2 fish propagation

  5. Note: Some individual water rights are appurtenant to the same location & number of acres

  6. Watermaster Duties • Regulation of diversions (by priority) • Measurement & reporting of diversions - may exclude domestic/stock rights • Enforcement - curtail illegal diversions/uses

  7. Watermaster Duties • Reporting - Annual diversion reports - Budget reports (includes annual use, assessments, & financial review)

  8. Watermaster Duties • Water rights administration - address ownership issues - water right transfers/exchanges - inventory diversions & maintain water rights/diversions delivery list

  10. Requirements of District & Watermaster • - Elect Watermaster, Advisory Committee & Treasurer - maintain financial accounts and review - budget: assessments & reports - comply w/employment requirements

  11. Requirements of District & Watermaster • Maintain office/home contact/presence - phone contact, access to standard equip • Min. PC/communication requirements - cell, fax, DSL or other broadband link - GIS/GPS software & experience - other PC experience

  12. Water District Costs • Law provides up to $50 minimum charge • Larger irrigation, other uses may have charge exceeding minimum, but not likely more than several hundred dollars
