  4. 2. JIS X8341-1:Common Guidelines • Established in May 2004 • General principle for the information accessibility • standard • Terms of reference common to specific products • in the ICT area • Basic functions of individual product ensure • information accessibility • Covers respective stages in the product life cycle

  5. 2. JIS X8341-1:Common Guidelines Basic requirements a) Can be operated and used even if visual information is missing. b) Can be operated and used even if auditory information is missing. c) Can be operated and used if speech is difficult. d) Can be operated and used regardless of differences in physique. e) Can be operated and used regardless of differences in muscular strength and/or control power. f) Can be operated and used by persons with impaired lower limbs. g) Can be operated and used by wheelchair users. h) Can be operated and used with only one hand, either left or right. i) Can be operated and used by individuals who have limited motion of hands, fingers, or artificial limbs. Recommended considerations a) Consider product operation and use that does not impose excessive burden on ability of cognition and memory. b) Consider product operation and use irrespective of differences in culture and/or languages. c) Consider product operation and use by novices/new users.

  6. 2. JIS X8341-1:Common Guidelines Proposal to ISO ・ Approved as NP at TC159SC4 (Ergonomics of human-system interaction) in July 2004 ・ Project editor: Dr. Hajime Yamada ( Japan ) Co-editor : Dr. Jim Carter ( Canada ) ・ First meeting was held at Tokyo in Dec. 2004. ・ To be ISO 9241-20 “Ergonomics of human-system interaction — Part 20: Accessibility guidelines for information communication equipment and services: General guidelines”

  7. 3. JIS X8341-2:Information Processing Equipment • Established in June 2004 • For information processing equipment • (PCs and related devices ) • Arrangement of descriptions for ease of understanding by • designers • All items described are mandatory as a general rule • Implementers may identify applicable items according to • the class or specifications of the product

  8. 3. JIS X8341-2:Information Processing Equipment Requirements for Systems Input and Output 6.2 Acoustic Information (Output) • 6.2.3 Display of Acoustic Status • Important acoustic output information shall be presented in a form other than the auditory medium • 6.4 Keys and Buttons (Input) • 6.4.4 Setting Function of Input Fixing Condition • with Keys, Switches and Buttons • Systems should be set by users with a time lapse between the time when the key, button or switch is activated and the time when input is perceived.

  9. 4. JIS X8341-3: Web Content • Established in June 2004 • For web content • Description of problems for users, proposition of response • by implementers • Accumulation of domestic/overseas rules • Japanese computer vendors • Advanced local governments • WCAG1.0(W3C) • US Rehabilitation Acts • Japanese Specific Issues • (Pronunciation of kanji, notation of ruby)

  10. 4. JIS X8341-3: Web Content As to non-textual information such as moving pictures, alternate information may be supplied by means of captions or explanation of the situation Movie Caption Figure 4-1 Example of caption described with SMIL (SynchronizedMultimedia Integration Language)

  11. 4. JIS X8341-3: Web Content Information needed to understand or work upon the web content should not be given only with colors Figure 4-2 Example in which items are hard to distinguish only from differences in color Figure 4-3 Example in which items are easy to distinguish because a line is drawn to the caption

  12. 5. Next Steps in JIS for Accessibility Communication equipment: Phone, Fax, etc. • Communications and Information Network Association of Japan (CIAJhttp://www.ciaj.or.jp/e.htm) • Guidelines for older persons and persons with disabilities - Telecommunication equipment JIS X8341-4 In 2005 Office equipment: Copiers, Printers • Japan Business Machines & Information Systems Industries Association(JBMIAhttp://www.jbmia.or.jp/english/index.htm) • JBMS-73-2004 Guidelines for older persons and persons with disabilities – digital copying machines, multi-function devices and printers JIS X8341-5 The future objects (not planned) • Software • Electric household appliances for information

  13. 6. JIS X8341-4: Telecommunication equipment • Basic Concept • Principles of Accessibility of Telecommunications Equipment for Persons with Disabilities – Ministry of Posts and Telecommunications (Oct, 1998) • Guidelines • Accessibility Guidelines for Telecommunications Equipment for Persons with Disabilities – Telecommunications Access Council (July, 2000) • Telecommunications Accessibility Guidelines for Older Persons and Persons with Disabilities – Information-Communications Access Council (May, 2004) http://www.ciaj.or.jp/e/about/activities.htm Nov. 2004, CIAJ proposed to the Study Group 16, ITU-T Approved by the last SG16 meeting

  14. 6. JIS X8341-4: Telecommunication equipment • Communication equipment Example SANYO Electric Co., Ltd Bone Conduction Telephone Amber color back light liquid crystal Tone adjustment Telephone call speed adjustment Volume adjustment Large one touch dial Source: Communication and Information network Association of Japan

  15. 7. JIS X8341-5: Office equipment • JBMIA issued “Accessibility design guideline ver.1.0” for • office equipment in June 2000 in Japan. • This guideline takes into account the Section 508 of the rehabilitation act and JBMS-73-2004 is based on it. • Committee draft for JIS X8341-5 “Guidelines for older persons and persons with disabilities- information communication equipment and services Part 5: Office equipment” which is based on JBMS-73-2004 has been publicly opened in January 2005.

  16. 7. JIS X8341-5: Office equipmentCases of assistive technology for visually impaired persons • 4.2 Basic requirements • a) Shall be operable even if it is • hard to get visual information • 5.4 Requirements for control panel • a-3) Control panel display should be able • to enlarge font size and adjust contrast. Fig. 7-1 RUI Fig. 7-3 Display enlargement Blind user also can operate copier machine via PC connected by network with assistive technology like screen readers. Larger buttons and larger texts can be displayed when display enlargement function is selected. Fig. 7-2 Tactically discernable keys Fig. 7-4 Display inversion Braille is put in near each key. LCD(liquid crystal display) can be used with inverted if display is glaring.

  17. 7. JIS X8341-5: Office equipmentCases of assistive technology for wheel chair users • 4.2 Basic requirements • g) Shall be operable by wheel chair users Fig.7-6 ADF(Automatic Document Feeder) handle Fig.7-5 Tilt structure of control panel The handle reduces the difficulty in opening and closing ADF. Especially it helps wheelchair users. The angle of control panel can be tilted and wheelchair users easily access to it. Fig.7-7 Separated scanner Fig.7-8 Dual control panels Machine has 2 control panels and wheelchair users can operate easily. Scanner part can be separately set on a table. 図3 スキャナー分離
