4. objectives By the end of this webinar, TFA-Detroit corps members will: • be familiar with the basic policy and legislative guidelines pertaining to interim certification in the State of Michigan • know how to enroll in the University of Michigan interim certification program • know which documents are required in order to be recommended for an interim certificate • be familiar with the interim certificate subject-area endorsement options • know the interim certification program format and expectations • be familiar with the additional program options (e.g., non-candidate for degree and master’s degree) and how they integrate the certification program

5. About Interim Certification in Michigan • Is an alternative licensure that allows those who do not already hold a provisional or professional teaching certificate to teach in Michigan • Must have a B.A. degree and a 3.0+ GPA • Must pass the MTTC basic skills test and subject area test(s) in areas in which you wish to be certified • Those seeking world languages endorsement must pass an oral proficiency test (OPIc) • Cannot add endorsements once interim certificate is issued • Teaching placement must align with the endorsement area(s) listed on the interim certificate. See MDE list of classes that can be taught with each endorsement. • At U-M can only be issued certificate at one level – elementary or secondary. One exception: K-8/6-12 Spanish • Valid for 5 years • If you do not teach for a third year and complete requirements to earn a provisional certificate within those 5 years, the interim certificate will expire • U-M has the option to request that your interim certificate be invalidated if you do not meet cert program requirements

Certificate Endorsement Areas • Elementary Options: • Elementary (K-5 all subjects; grades K-8, self-contained classroom) • Can add the following endorsements to an Elementary endorsement: • Language Arts, Math, Science, Social Studies (grades 6-8) • ESL (grades K-8), Spanish (grades K-8) • Secondary (grades 6-12) Options: • World Languages: French, German, Italian, Latin, Spanish • ESL (not as a standalone endorsement) • English • Mathematics • Science: Biology, Chemistry, Earth/Space Science, Integrated, Physical, Physics • Social Studies: Economics, History, Political Science, Social Studies

7. Enrolling in the Interim Certification Program • Let TFA-Detroit know your choice for your interim certification program. • Look for an email from Anita Lautenbach (nital@umich.edu) with instructions for completing U-M enrollment paperwork. • Check in at the University of Michigan table at Induction in June to make sure that all of your enrollment forms and certification documents have been received.

8. Documents Required for U-M Recommendation for Interim Certificate • Interim Certification Program enrollment forms • Official passing scores for MTTC basic skills test and all subject areas for which you wish to be endorsed. Test scores must be sent directly from testing center to U-M Ann Arbor (institution code: 28). All tests must be passed by July test date. • OPIc certificate (world languages candidates only) Minimum score= Advanced Low • Submit to TFA: official transcripts with degree conferred date, proof of First Aid/CPR (adult & child) certification valid through September 2013 • Proof of bloodborne pathogens training (Online training. Free.) • Criminal Background Check for U-M (No fingerprints. Cost is $72.) • Apply for your interim certificate via MOECS once you have passed all MTTC tests. • All documents must be submitted to U-M by August 15.

9. about the Interim Certification Program • outcomes and performance-based • success is judged by demonstration of skillful teaching expected of novices as evaluated using the program rubric during field visits and on portfolio entries • non-credit bearing, but satisfies Michigan Department of Education professional development requirements for new teachers • designed for in-service teachers • builds upon what you are experiencing in your classrooms in that instructors ascertain what corps members are encountering during their teaching and incorporate those challenges and successes into their lessons • classes held bi-weekly, during evenings in Detroit • scheduled to avoid conflict with master’s program classes

10. 3 components of the Interim Certification Program Seminars & Field Instruction can be elected as EDUC 638 for 3 credits Portfolio Compilation & Exhibition can be elected as EDUC 655 for 2 credits

Expectations to maintain interim certification • Attend all seminar classes and be an active and engaged professional learner • No more than 1 seminar class absence with good reason • Be rated advanced proficient+ on the program outcomes pertaining to professionalism • Complete all portfolio entries and receive ‘passing’ ratings • Actively work with field instructor to schedule field visits and debriefings • Be rated beginning proficient (with no pre-novice ratings) on all program outcomes by end of year 1

Cost of Interim Certification Program • Partial payments due if you withdraw prior to the end of year. • Certification program fees are payable with AmeriCorps Education Award (if eligible), but do not qualify for other financial aid. • Billing for cert program occurs at the end of each year, and are due after AmeriCorps awards have been released. • MA students: $8000 of cert program fees are credited back to you as a scholarship to use towards the U-M master’s degree program. • NCFD students: $1000/credit elected is credited back to you as a scholarship to use towards non-candidate for degree credit ($5000 maximum).

15. 3 options REQUIRED 2 3 1 • Interim Certification Program • Satisfies legislative requirement to hold interim certification & maintain employment • Cost: $4850/year ($9700 total) • Payable with AmeriCorps award at the end of each year in the corps • No ‘out of pocket’ expenses Non-Candidate for Degree (to earn 5-8 graduate credits for certification program coursework) • Enroll in interim cert program; complete all content methods seminar and field instruction requirements • Pay fees for interim cert program • Apply and be accepted to Rackham Graduate School as NCFD by Sept. 30 of 2nd year in corps (GRE not required) • Elect 2-3 courses for 5-8 grad credits • Scholarship of $1000 per grad credit elected (up to $5000) will be credited back from cert program fees to be used towards NCFD tuition (e.g. $5000 for 8 credits) • Estimated “out-of-pocket” cost for 5-8 credits: • $439 (resident); $6000 (non-resident) • -estimate based on 2012-13 tuition rates • -does not include certification program fees (payable with AmeriCorps award, if eligible) Master of Arts in Ed. Studies (graduate degree from the U-M) • Enroll in interim cert program; complete all content methods seminar and field instruction requirements • Pay fees for interim cert program • Apply and be accepted to Rackham Graduate School by Sept. 30 of 1st year in corps (GRE required) • Successfully complete requirements of Rackham Graduate School (30-credit program which includes certification program classes) • Scholarship of $8000 for all MA students (this is a credit of a portion of your cert. program fees) and an additional scholarship for non-resident students of up to $25,000 • Estimated “out-of-pocket” cost for MA program: • $19,345 (resident); $21,638 (non-resident) • -estimate based o 2012-13 tuition rates • – does not include certification program fees (payable with AmeriCorps award, if eligible)

16. about Non-Candidate for Degree: an option to earn credit for cert program coursework • For corps members who would like to earn 5-8 graduate credits for certification program work and TFA Summer Institute , but not interested or ready to commit to a full degree program • Apply through Rackham Graduate school by September 30 of 2nd year in the corps • $60 application fee • Requires the same application as master’s degree, except no GRE required • Can elect 2–3 courses (5-8 credits) for graduate credit for coursework completed in the certification program; $1000 scholarship for each credit elected ($5000 max) • Must be enrolled at least part-time to be eligible for loans • Up to 15 credits can be counted towards a degree; can only enroll 1 term an NCFD

17. about the Master of Arts in Educational Studies: Urban Pedagogy pathway • Apply by September 30 to Rackham Graduate School($60 application fee) • Holistic review of application • Suitable for those who plan to remain in education or who plan to go on to another profession but want to better understand urban teaching and learning methods, policies, and issues • Designed to work in tandem with the certification program (only 8 courses needed in addition to cert program work) • Most classes scheduled in evenings at U-M Detroit Center • No summer term courses • Can be completed in 1 ½ years as outlined • $8K credit of cert program fees as a scholarship towards master’s program tuition • Additional scholarship of up to $25K for non-residents • Must be enrolled at least part time to be eligible for loans Spring of year two is when you will elect credits for work already completed in the certification program
