BSR Interreg II C - general “An European Community Initiative on transnational co-operation on spatial planning and regional development in the Baltic Sea area” Background • European Spatial Development Perspective (ESDP) • Visions and Strategies around the Baltic Sea 2010 (VASAB 2010) Schedule • Operational Programme adopted December 1997 • First call for applications launched April 1998 • Funds committed by the end of 1999 • Implementation by the end of 2001
BSR Interreg II C - general • Financing for transnational co-operation (INTER REGions) • ERDF budget 24,241 Meuro for projects + • CEEC countries: Phare&Tacis+national, Norway: national governmental+local • Administration: International Monitoring/Steering Committees; Common Secretariat in Rostock/Karlskrona, Joint Financial Body in Rostock • 45 projects (Total budget ~ 50 Meuro)

INTERREG III - framework • Programme period 2000-2006 (project implementation by 2008) • Four Community Initiatives: Interreg, Leader, Equal and Urban • Interreg III B for “transnational” co-operation (Interreg III A for “cross-border”, Interreg III C for “interregional”) • 4,875 billion Euro for all Interreg Programmes • Final guidelines will be given from the EU Commission in the near future (already available e.g. at http://www.inforegio.org/) • Baltic Sea Region Interreg III B programme preparation phase began in November 1999
BSR INTERREG III B - in practice? • Bigger budget - longer period (ERDF ~ 100 Meuro) • No ERDF financing for Non-EU-member states (Norway with national funds, Phare/Tacis for CEEC’s, other instruments?) • Activities? Spatial planning and regional development? • Small scale investments possible? • Participation of private actors? • Administration? • Programme documents ready by September 2000 • First application round will be launched in the first half of 2001?
