Technical Soil Services for Compliance: CASE STUDIES Martin Rosek, SSS Michigan
Preliminary Technical Determination (PTD) of Wetlands Done in the office using: • Archive of Imagery • Soils Maps • National Wetlands Inventory (NWI)
Wetland IdentificationNFSAM part 514.3 • Wetlands are identified through the confirmation of three diagnostic factors: • A predominance of hydric soil • The prevalence of hydrophytic vegetation • Wetland hydrology Wetlands must meet the definition of all three wetland factors (soils, plants, hydrology).
Wetland Labels • Wetlands (W) • Manipulated Wetlands (WX) • Artificial Wetland (AW)
Non-Wetland Labels • Non-Wetlands (NW) • Prior Converted Cropland (PC) • Farmed Wetland (FW) • Farmed Wetland Pasture or Hayland (FWP) Converted and farmed or used for pasture before December 23, 1985
Wetlands Converted after December 23, 1985 • Converted Wetlands (CW or CW + Year) • Converted Wetland Technical Error (CWTE) • Third-Party Conversion Exemption (TP)
Case Study 1 Preliminary Technical Determination
Hydrology and Vegetation • Wetland Hydrology Indicators • Sparsely Vegetated Concave Surface - Primary • Surface Soil Cracks – Secondary • Geomorphic Position – Secondary • FAC – Neutral Test • Wetland Hydrology Present • Hydrophytic Vegetation Present
Hydric Soil Indicators • Depleted Matrix (F3) • Redox Depressions (F8) • Hydric Soil Present • Sampled Area is within a Wetland
Case Study 2 Preliminary Technical Determination
Hydric Soil Map Units • 7 CFR (Code of Federal Regulations) Part 12.31states “If a soil map unit contains inclusions of hydric soils, that portion of the soil map unit identified as hydric soil shall be determined to have a predominance of hydric soils”.
Wetland Indicators • No Wetland Hydrology Indicators Present • No Hydrophytic Vegetation Present • No Hydric Soil Indicators Present Sampled Area is NOT within a Wetland
Case Study 3 Preliminary Technical Determination
Hydrology and Vegetation Wetland Hydrology Indicators • Iron Deposits – Primary • Sparsely Vegetated Concave Surface - Primary • Surface Soil Cracks – Secondary • Geomorphic Position – Secondary Wetland Hydrology Present Hydrophytic Vegetation Present at nearby site (Case Study 1)
Hydric Soil Indicators • Depleted Below Dark Surface (A11) • Loamy Gleyed Matrix (F2) • Depleted Matrix (F3) • Redox Dark Surface (F6) Hydric Soil Present Sampled Area within a Wetland. The site remains a CW+2011.
Case Study 4 Preliminary Technical Determination
NAIP 2005 NAIP 2009
Case Study 4 Sample Site Site Looking south Reference site looking North
Hydrology and Vegetation • Hydrology • Geomorphic Position – Secondary • FAC-Neutral Test – Secondary Wetland Hydrology Present • Hydrophytic Vegetation Present (at reference site)
Hydric Soil Indicators • Depleted Below Dark Surface (A11) • Loamy Gleyed Matrix (F2) • Hydric Soil Present
Final Technical Determination • Upon further discussion with the producer, the trees that were cleared was a drainage ditch that existed before December 23, 1985. Imagery from 1985 confirmed that the ditch did exist before December 23, 1985. The CW+09 label was changed to PC.
Case Study 5 Preliminary Technical Determination
Hydric Soil Indicators • Depleted Below Dark Surface (A11) • Depleted Matrix (F3) • Hydric Soil Present
Hydrology and Vegetation • Hydrophytic Vegetation Present • No Wetland Indicators Present • Sampled Area is not within a Wetland.
Case Study 6 Preliminary Technical Determination All forested area wetland.
Case Study 7 Preliminary Technical Determination

Minimum requirement to be labeled HEL • If a field is ≥ 1/3 HEL, or has ≥ 50 acres HEL, the field is labeled HEL • If a field labeled HEL is split, for one of the new fields to be labeled NHEL, the field must be 100% NHEL. There must be no net loss HEL from a field originally labeled HEL.
