General country background • Joined the UNFCCC in 1995 • Status under the UNFCCC • Non-Annex 1 Party to the UNFCCC • No emission reduction targets • Joined the Kyoto Protocol • 16 December, 2004
Status of the National Communication • First National Communication: completed in July 2002 • Launched at COP8, India; • Followed up by a Technology Needs Assessment: completed in November 2004; • Second National Communication: in-process • Stocktaking exercise completed in October 2004 • SNC project started in March 2005 • Planned to be finalized by March 2009
Institutional framework for Climate Change in Albania • Climate Change issues rely upon the the Climate Change Unit/Program (CCU/P): • Hosted by the Ministry of Environment, Forests and Water Administration of Albania; • Funded jointly from UNDP and GoA and some other donors • Responsible for: • Implementation of the UNFCCC and Kyoto Protocol • UNFCCC Focal Point • Focal point for DNA for CDM • Design nation policy for climate change; • Management and implementation of climate change projects portfolio;
Structure of the Climate Change Program and main activities/projects
Climate Change Projects under implementation • UNDP/GEF: Enabling Albania to prepare its Second National Communication; • UNDP/GEF: Identification of Adaptation Response measures in Drini-Mati River Deltas; • UNDP/UNEP/GEF: Market transformation for Solar Water Heating in Albania • UNDP/ADA: Building Capacities to access Carbon Finance in Albania
Current Legal Framework for KP/CDM in Albania • Law No. 9334 dated 16.12.2004 on: “Ratification of Kyoto Protocol from the Republic of Albania” • Amendment to the Law No. 9385, dated 4.5.2005 on “Forests and Forest service” • The MoEFWA is responsible for implementation of the KP in the Republic of Albania • Forest definition for the purposes of the KP/CDM projects • Amendment to the Law No. 9890 dated 20.03.2008 on the “Environmental Protection” • Gives the responsibility to the Minister of Environment of Albania to issue rules and procedures for hosting the CDM projects in Albania • Memoranda of Understanding / Agreements: • Gov’t of Italy; Gov’t of Denmark; • Other CDM related agreements: • WB Bio-carbon fund; Austrian Technical Cooperation.
Regional and cross-border projects in climate change/energy • Albania is part of the following climate change related regional /sub-regional initiatives/projects: • UNDP regional project on: “Building Capacities to access Carbon Financing in Eastern Europe and CIS” • UNDP regional project: “Capacity Development for Climate Risk Management in Eastern Europe and CIS” • REC sub-regional project“Enhance regional South East European (SEE) cooperation in the field of climate policy” • covering SEE countries: Albania, Bosnia & H, Macedonia, Serbia and Turkey
Climate Change reporting • Albania (a Non Annex 1 Party ) reports to the CoP through National Communications as per the guidance provided through 17/CP8: • GHG inventory • GHG emission scenarios • Climate Change scenarios, impacts and adaptation measures • Other information relevant to Climate Change • Public awareness, training and education
Status of reporting in Albania • Albania has completed FNC (2002) and has reported on: • GHG inventory for 1994 • GHG emission scenarios by 2020 for all sectors • Climate Change scenarios, impacts and adaptation measures (all Albania) • Other information relevant to Climate Change • Public awareness, training and education • Albania has completed the TNA in 2004 • Technology needs for GHG mitigation • Technology Needs for Adaptation (Coastal zone) • Albania is preparing the SNC which will contains (due in 2009): • GHG inventory for 2000 and time series 1990-2005 • GHG emission scenarios until 2030 (all sectors) • Vulnerability and adaptation for Drini River cascade • Other information relevant to Climate Change • Public awareness, training and education
