Objective • To maintain and ensure the professional standard and performance of safety and health audits conducted in accordance with the Factories and Industrial Undertakings (Safety Management) Regulations.

SHARE Scheme Committee • Two members from Register Safety Auditors Association (RSAA) • Two members from Society of Accredited Safety Auditors (SASA) • Invitations have been sent to seek: • A representative from the Hong Kong Construction Association • A representative from the Hong Kong Federation of Industries • A representative from the Ship building and ship repairing industry • A representative from a Utility company
SHARE Scheme Administrator • The operation of the SHARE Scheme will be handled by the SHARE Scheme Administrator who will be one of the participating safety auditor organizations. • The performance of the SHARE Scheme Administrator will be reviewed by the SHARE Scheme Committee once every 2 years.
Auditing criteria and practice guide • Total man-hours required for auditing; • Independency of the auditor; • Approved auditing tool; • Persons to be interviewed during audit; • Number of employees to be interviewed during audit; • Reporting format and contents • Standard attachment to the audit report;
SHARE This audit is conducted in accordance with the criteria and practice guide under the Safety and Health Audit Recognition and Evaluation Scheme - Report No. 011-05-09 Scheme As long as the evaluation is satisfactory and the payment of the necessary fee, the Scheme Participant can include this message on the cover of his audit reports with a seal to be provided by the Scheme Administrator bearing his name and registration number
The Report Number • The Report No. denotes the following (as per the example 011-05-09): • 011 - denotes the registration number of the Scheme Participant. • 05 - denotes the year the audit was conducted. • 09 - a serial number that the Scheme Participant has conducted audits in accordance with the SHARE Scheme in that year.
Evaluation • Year end and annual report by Scheme Participant • Submission of a random report chosen by the Scheme Administrator for evaluation at anniversary within 1 month • ET member to evaluate the report • Evaluation by another ET member if result is unsatisfactory • Submission of another report if both assessment results are unsatisfactory
Evaluation • Re-submission within 1 month for assessment by both ET members • Removal from Scheme if both results are not satisfactory • Termination for failure to submit reports for evaluation • Appeal to SHARE Scheme Committee
Joining Procedure, fee and termination • Joining fee $500, Annual fee $1,500 • Refund annual fee if rejected • Annual fee payment in advance prior to evaluation • Reinstatement fee $1000 for delayed submission • Removed member cannot join within 2 years • $1,500 for further evaluation • Termination by written request • Handling of Surplus
Discipline and complaint • SHARE Scheme Committee to remove any RSA from register: • has not passed the annual evaluation; • has been, for two consecutive years, required to sub-submit reports for evaluation and the report was only considered satisfactory by one ET members; • has been, for three consecutive years, required to sub-submit reports for evaluation; • has been found to have prepared false reports or false representations; • has been found with a conduct that makes him unsuitable to remain in the register.
Discipline and Complaint • If the Scheme Administrator has reasons to believe that the Scheme Participant has fouled in the conduct of audit in accordance with Scheme, the Administrator can at any time request any Scheme Participant to submit any report for evaluation in addition to the annual evaluation. • Removal from register if evaluation by 2 ET members is unsatisfactory. • No fee will need to be paid by the Scheme Participant for such evaluation. • The SHARE Scheme Administrator will receive and investigate into complaints for submission to SHARE Scheme Committee for decision.
Evaluation Team (ET) • The Evaluation team member must be a Scheme Participant. • To be appointed by the SHARE Scheme Committee upon application. • Selection method for ET member to evaluate audit reports. • Conflict of Interest and confidentiality • Honorarium for each evaluation - $500.
