Segment 1 Introduction to UI • UI Message • What is UI • A Look at UI by the Numbers
UI Message Over the years, the Minnesota Unemployment Insurance (UI) program has made changes to its program to better reflect the way in which business is conducted, such as the more recent automation upgrades, which processes UI applications and requests for payments more efficiently and effectively. UI’s commitment to continuous improvement has made additional changes to the way in which staffs assist customers in the WorkForce Centers by streamlining these processes with the end goal in mind: to better serve customers. The goal of training is to provide staffs with working knowledge about UI and on how to assist customers. For convenience, this training program is offered in seven, separate segments by topic.
What is Unemployment Insurance (UI)? The UI program was created by the federal government in 1936 to provide temporary benefits to qualified persons out of work through no fault of their own. It is governed by MN Statutes sections 268.029 – 268.23, and is financed entirely by a special tax paid by employers. Regular UI benefits provide up to six months of payments, that is with the exception of extensions. Some of the more recent changes to UI processes include: In 2005, the employer self-service system was implemented. In 2007, the applicant self-service system was implemented. The result: Minnesota now has a fully integrated system.
A Look at UI By The Numbers Below is an example of the volume UI handles each year and a representation of statistical numbers for fall of 2010: Approx. 450,000 new applications applied for benefits 122,000 employers are on file Approx. 10M wage records processed Approx. 9.6M weekly requests 312,000 determinations of eligibility 35,000 appeals 26,000 staff-assisted calls per week 12 separate programs all with different rules $2.8 billion in benefits paid in 2009 351,000 applicants paid in 2009 Met the timeliness standards set and enforced by USDOL
