HKAR-66Aircraft Maintenance Licence • Applicable to those certifying staff responsible for issuing Certificate of Release to Service for aeroplanes and helicopters • Minimum 21 years of age, able to read, write and communicate • Basic and Type Rating
Licence Categories • Category A: Line Maintenance certifying mechanic • Category B1: Line Maintenance certifying engineer - mechanical • Category B2: Line Maintenance certifying engineer - avionics • Category B3: Simple Light Aeroplane Maintenance certifying engineer • Category C: Base Maintenance certifying engineer
Sub-categories A and B1 • A1 and B1.1 – Aeroplanes Turbine • A2 and B1.2 – Aeroplanes Piston • A3 and B1.3 – Helicopters Turbine • A4 and B1.4 – Helicopters Piston
Privileges of AML • No certification privilege unless specified on the licence • Work under HKAR-145 approval for the issue of CRS using the HKAR-145 Certification Authorisation
HKAR-66 AML Basic Category: Knowledge requirement Experience requirement Type Rating Endorsement: Type training approved by CAD
Privileges of Category A • Category A certifying staff authorisation - issue CRS following minor scheduled line maintenance and simple defect rectification - The certification privileges are restricted to work that the authorisation holder has personally performed - No aircraft type rating endorsed
Privileges of Category B1 • Category B1 certifying staff authorisation - issue CRS following line maintenance, including aircraft structure, power-plants, mechanical and electrical systems plus replacement of avionic line replaceable units
Privileges of Category B2 • Category B2 certifying staff authorisation - issue CRS following line maintenance on avionics and electrical systems
Privileges of Category C • Category C authorisation - - certification of scheduled base maintenance by the issue of a single CRS for the complete aircraft after the completion of all such maintenance - ensure that all required maintenance has been called up and signed off by the category B1 and B2 staff before the issue of CRS
Knowledge Requirements • Examinations • Modular subjects: 1-17 • Levels of knowledge: 1, 2 & 3
Experience Requirements Note: Must include 3 years as a Category B certifying staff or 3 years in civil aircraft base maintenance environment for holder of an academic degree.
Alternative qualification for Category C • University degree in an appropriate discipline acceptable to the CAD • Three years experience in civil aircraft including six months in base maintenance
Type Rated HKAR-66 Licence • normally does not confer any certification privileges on the holder in their own right unless stated on the licence • must be used in conjunction with a HKAR-145 certification authorisation
Type Rating • Cat A - Completion of aircraft task training in an approved HKAR-145 or an HKAR-147 organisation • Cat B - Completion of relevant aircraft type training approved by the CAD or in an approved HKAR-147 AMTO • Cat C - Completion of relevant aircraft type training approved by the CAD or in an approved HKAR-147 AMTO
Category A • No type endorsement on the licence • Category A certifying staff are required to hold an appropriate HKAR-66 licence prior to the grant of a HKAR-145 certification authorisation on a specific aircraft type
Categories B and C • Aircraft type endorsement on the licence • Aircraft types listed on HKAR-2, Chapter 22, Appendix 2 • Certifying staff are required to hold aircraft type endorsement prior to the grant of a HKAR-145 certification authorisation on a specific aircraft type

Conversion from Foreign Licence to HKAR-66 Basic Licence Conversion exam available for: JAA/EASA UK FAA Australia New Zealand Mainland China
Acceptance of Aircraft Type Licences, Authorisations and Trainings Obtained from Foreign Country • Competence test • 20 m.c. questions for each aircraft type • Pass mark is 75% • Aircraft types will be endorsed on HKAR-66 licence
Route for B1 or B2 AML Applicant Written examination by CAD Experience assessment and HKAR-66 AML in Basic Category issued by CAD HKAR-147 Approved / CAD Approved Type Course 4 months experience on type / 2 weeks for aircraft of similar technology HKAR-66 AML Type Rating endorsement by CAD HKAR-145 organisation procedure and currency experience on type HKAR-145 Certification Authorisation after QA assessment
