  3. Brief History Future In DRC, the HYDROMET Services are provided by METTELSAT, (National Agency of Meteorology and Satellite RemoteSensing). Created by Presidential Ordonnance N° 91-050 of April 03, 1991. METTELSAT was born by fusion of two services, namely: INM (National Institute of Meteorology, old National weather service and the ERTS-Zaire Program (Studying of earth resources by Satellite). The Agency is placed under supervision of the Transport Ministry. AWS (2008’s) Modern services (1991) Up 1941)

Mission of METTELSAT. • The mission of METTELSAT is : monitoring and forecast of climatic and weather evolution, operational hydrology, remote sensing, thematic cartography, and environmental monitoring . • METTELSAT is in particular charged of: • General meteorology and its applications including: synoptic meteorology, aeronautical meteorology, maritime meteorology, climatology, solar radiation, and hydrology. • General geophysics understanding: magnetism, seismology, gravimetry, study of ionosphere and atmospheric electricity • Satellite remote sensing application for the data gathering relative to physical evolution of environment.

  5. Status of surface observing network • In 1961 the observation network of METTELSAT comprised : • 127 synoptic weather stations • 29 climatological stations • 6 upper-air sounding stations, • 1030 rainfall stations • 3 regional centers for solar radiation (global, diffuse sunshine hours)

During the latest decades the quality, the number and the geographical coverage of the observation network has declined drastically; currently the network comprises of : • 47 synoptic weather stations, from which 26 are also coupled with Automatic and classical Weather Stations, and 21 others have only classical stations. • About 80 % of existing operational observation stations are at the airports.

  9. Challenges The main challenge is to densify the observation network and modernize it. This requires the integration of new information and communication technologies.Unfortunately, more than 75% of METTELSAT's staff are old and ICT-restricted.Currently we have 2 projects running:- The China aid project having provided 8 AWS, 20 conventional (manual) stations 1 Kit for sensor calibration and 1 early warning radio system with 2000 receivers- The World Bank-funded HYDROMET Project aims to consolidate the hydrological, climate and meteorological services of the DRC. It plan to the acquisition of 80 AWS. In addition to equipment, there will be modernization of infrastructure and the consolidation of human, institutional and organizational capacities.
