This initiative involves surveying approximately 1,000 primary meters and 2,230 sub-deduct meters to gather technical data for potential re-engineering and future adoption by Gas Distribution Networks (GDNs). The project, presented by National Grid to UNC Distribution Workstream in April 2007, aims to inform the DBERR review of the relevant exemption order set to expire in 2011. National Grid is evaluating survey resourcing options including direct labor, outsourcing to contractors, and shipper liaison to meet Ofgem's requirements effectively. The project also emphasizes the need for consistent data capture methods, confirmation of ownership of supply points, and establishing contact protocols with end-consumers and stakeholders.

Primary & Sub deduct surveys Andrew Stone/Chris Warner
How many? • National Grid – • Approx 1,000 arrangements (ie: primary meters) • Approx 2,230 sub deduct meters • Presentation provided by NGD at UNC Distribution Workstream in April 2007 on considerations/issues associated with possible adoption • National Grid does not own or operate any of the supply pipework downstream of the primary meter ECV.
Ofgem aspirations • Requirement to survey all sub-deduct networks in Britain • GDPCR Final Proposals – 3rd December 2007 • Allowance for surveys • To be completed over 2008/9 and 2009/10 formula years • Purpose • to gather technical data relevant to potential re-engineering and future adoption of these networks by GDNs • To inform the anticipated DBERR review of the relevant exemption order (Statutory Instrument 1996/449) due to expire on 1st March 2011 • Final report to Ofgem 1st April 2010 • Method for conducting work dependant on resources and experience of each GDN
Next steps • National Grid is considering the most effective way in which it is able to meet Ofgem’s requirements • Options for Survey resourcing are currently under consideration. • Use of direct labour. Shipper liaison to be facilitated by ‘customer’ department. • Outsourcing to contractors by competitive tender. Contractor responsible for all Shipper/Supplier/Customer interfaces. • A method of capturing data in a consistent way needs to be developed • Confirm ownership of Primary/Sub-deduct Supply Point/User • Consistent method of contact with end-consumer needs to be agreed (contact letters, etc) • Extent of NGD liaison with Shipper/Supplier of key importance
