Background To consolidate on the experiences of 2005 exercise
OVERALL GOAL To deepen the reforms that promotes institutionalization of accountability and transparency with the Governance systems;
Objectives • To promote participatory policy making and planning at the sub-national level; • To encourage fiscal prudence and due process in the delivery of services at all levels; • To support the process of institutionalizing the principles of value for money in service delivery;

Assessment Process • evidence based • Focus on process and output • Weekly quality review • Focus Group Meetings • non-committal and non-judgmental brief of findings to State • Evidence to be sent to the supervisory firm
Expected Field Reports • A template with preliminary scores; • A written report of the assessment; • A list of evidence on which the scores are based, and • The evidence properly labeled;
Quality Review • check for consistency of scoring within and across States in line with the guidance manual
Draft Final Report and Feedback meeting • QCT and EAP; • QCT and States; • EAP and ET; • Press Conference to release result
