  2. Background To consolidate on the experiences of 2005 exercise

  3. OVERALL GOAL To deepen the reforms that promotes institutionalization of accountability and transparency with the Governance systems;

  4. Objectives • To promote participatory policy making and planning at the sub-national level; • To encourage fiscal prudence and due process in the delivery of services at all levels; • To support the process of institutionalizing the principles of value for money in service delivery;

  5. The 2006 Benchmarking Process • Technical Working Group • provide technical advice to enhance the • process, • training support, • restructuring of the templates and • guidance manual, review of code of conduct • selection of assessor team

  6. Economic Team of the Federal Government • for input into the proposal and • Feedback on completion

  7. The Supervisory Firm • mobilization of Supervisors, • quality control and • Backstopping of the implementation process.

  8. Stakeholders Retreat • to fully capture the concerns States based on their experience in the last benchmarking exercise; • Validation; • Inaugural Press Conference

  9. The field teams • Assessors • Supervisors • Observers

  10. Technical Training Of Teams • Selection of Assessors • Technical Training for Supervisors • Observers Training • Technical Training for Assessors

  11. Logistics of Movements • NPC to Coordinate • Assessment Visits • same time in all States • 3 weeks • 2 assessors, 1 supervisor and 1 observer

  12. Assessment Process • evidence based • Focus on process and output • Weekly quality review • Focus Group Meetings • non-committal and non-judgmental brief of findings to State • Evidence to be sent to the supervisory firm

  13. Expected Field Reports • A template with preliminary scores; • A written report of the assessment; • A list of evidence on which the scores are based, and • The evidence properly labeled;

  14. Quality Review • check for consistency of scoring within and across States in line with the guidance manual

  15. Draft Final Report and Feedback meeting • QCT and EAP; • QCT and States; • EAP and ET; • Press Conference to release result
