What do we do? In 2008 DCSF appointed Avail (with Tribal) to deliver the Value for Money consultancy for Schools programme. We: • Come to the school to work with you • Provide a sounding board and fresh pair of eyes • Help you to identify your VFM issues / causes / linkages • Help you to identify possible solutions • Demonstrate tools that you could use to plan and make decisions • Share innovation, best practice and examples from other schools • Signpost other advice and information

Who delivers the consultancy? • 80 consultants across England • Experienced school leaders • Ex-head teachers, Deputy heads, SBMs • Also long-standing education consultants • All worked with schools in advisory capacity, collaboratively to achieve sustainable change • Local to the schools visited • Providing local context • Supported by Avail VFM programme team • Provide training, toolkits • Bring approaches from other sectors (e.g. NHS) • Deliver training to consultants • Specialist workshop facilitators and procurement researchers 10
Examples of outcomes from visits Link 3 year budget planning more closely to School Improvement Plan costings Use existing school data more effectively to support robust decision making Review the current system for covering PPA time to look for possible savings Articulate more clearly the full costs of staff deployment, including hidden costs Review roles and responsibilities, custom and practice Review the ‘number on roll’ projections and construct at least two ‘what-if’ calculations to show governors the worst-case scenarios Governors to conduct succession planning to secure the future leadership of the school SBM use the tools on contract management and procurement to explore whether savings can be made on existing or future contracts Improve management processes for current contracts Develop the partnerships with local SBMs in order to share expertise/experience and achieve better discounts through collective purchase orders 11
