EFSP Background Information • Funded by U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) • Funds are NOT for disaster relief • 27 years (Phase 27) • Jurisdiction awards based on: • Local unemployment rates • Local population living below poverty line
EFSP Background Information • FEMA contracts with different United Ways throughout the country to manage local programs • $$$ are Not United Way donor dollars • National Board gives funds directly to each Local Recipient Organization (LRO) • United Way Palm Beach County (UWPBC) staff works with Local Board to allocate & provide oversight
Local EFSP Board (Palm Beach County) • Currently 14 Members • 8 Federally mandated*, 6 invited members
Purpose of EFSP Funds • Homeless Prevention • One month, one-time-only assistance • Individuals and/or families experiencing financial crisis • Six Categories: • Served Meals: resources for hot meals programs, food delivery programs • Other Food: resources for community-based food pantries, food vouchers • Mass Shelter: resources for emergency mass shelter programs • Other Shelter: Up to 30 daystemporary shelter (i.e. Hotel/Motel, sober houses) • Rent/Mortgage Assistance: one month’s assistance ($1,000 max) • Utilities Assistance: one month’s assistance ($200 max)
EFSP Facts • No income eligibility requirements • Offsets situational crises (i.e. loss of wages, illness, death in family) • Must serve all eligible PBC residents • LRO cannot just serve usual clients • All Phase 27 & ARRA funds must be spent by Dec. 31, 2009 • Unused funds are forfeited and returned to National Board

ARRA 2009 – EFSP Application Process • Open & Competitive process • Organization must have 501(c)(3) and serve PBC residents • Local Board is allowed 25 days to make funding decisions • PBC received award announcement April 29, 2009 • Legal Notices posted Sunday, May 3, 2009 • Online Application Available May 4 – May 15 at www.unitedwaypbc.org • Application due May 15, 2009 at Noon • Allocation decisions to National Board by May 26, 2009 • Funds should reach PBC by mid to late June, 2009
