Institutional & Organizational Assessment of MoWCA Policy Dialogue Statement from the Development Partners 16 October 2002
Purpose: Undertake review of MoWCA’s structure to ascertain its ability to: • Fulfill a leadership role • Implement follow-up to NAP for Women’s Advancement • Respond to recommendations made in the 1997 WID Review
Objectives: • Facilitate formulation of a practical development Plan of Action • Move towards a programming approach to gender mainstreaming
Findings: • More headway needed to implement NAP in MoWCA and Line Ministries (LM) • For advancing gender, WID Focal Points need: • Clear TOR • Clear mandate
Study points to: • Opportunities for maximizing existing National Women’s Machinery • Possibilities for MoWCA, through its machineries, to be a resource for other Line Ministries. However: • Right linkages need to be created • Monitoring needs to be pursued • Accountability to NCWD needs to be strengthened
MoWCA: The Future
3 steps for greater cooperation (DP-GoB): • Strategize programme to enhance gender mainstreaming & ensure NAP implementation with better all-round participation • Identifies with other Ministries support needed for gender mainstreaming • Development partners need to work with MoWCA in a coordinated manner
All of the above 3 steps within a framework of: • Pro-poor • Pro-women Sectoral plans and budget (gender sensitive PRSP)
Commitments: • For LCG WAGE/MoWCA to reach agreement to better support NAP • Assessing ability for strategic projects to fall in line with a coordinated programmatic strategy.
