APHIS 21% decrease • EAB budgets are to be further reduced. • Of the total APHIS budget of $762M, $1.98M will “remainavailable until expended, shall be available for the control of outbreaks of insects, plant diseases, animal diseases and for control of pest animals and birds ("contingency fund'') to the extent necessary to meet emergency conditions.

FARM BILL • Conservation Title • Reauthorizes the Conservation Stewardship Program • Removes 10% cap on the number of forestry acres that can be enrolled in the program • Caps the overall number of agriculture and forest land acres that can be enrolled at 10 million • Consolidates the EQIP and WHIP • Allows at least 5% of EQIP for WHIP • Funding:
