Leverages proven practices from OPNAV N88 & N87 Master Plans. Emphasizes blended solution: Ship, Waterfront Schoolhouses Engages and empowers Surface Warfare Training Committee (SWTC) w/ specific actions. Identifies ownership / leadership roles.
