Prepared and approved 2 regulatory documents for FCC filing 18-03-0072-01-0000 Comments on RF Exposure NPRM Filed on the deadline date 18-03-0073-00-0000 Comments on Changes to Part 2 and 15 Ready for filing with editorial check and formatting for FCC Filing deadline extended to January 23, 2004 Prepared and approved a letter to officials in China on WAPI (to be an 802 letter from the Chair of 802) Gained consensus agreement and WG/EC approvals on the technical details for an ITU-R contribution on protection criteria for RLANs (getting the ball rolling on the process of developing an ITU-R Recommendation) Contribution was presented to ITU-R JRG 8A/9B and WP8A, resulting in a “Working Document Towards a PDNR” Establish a study group on sharing of unused TV broadcast spectrum by unlicensed devices (1st meeting this session, Tuesday evening) Report on November Plenary Meeting Carl R. FCC NOI/NPRM on “Interference Temperature” (ET Docket No. 03-237) FCC NPRM on “Smart Radios” (ET Docket No. 03-108) ITU-R Trends on UWB FCC appears to be trying to “export” US UWB rules through ITU-R Getting LOTS of “push-back” from users who would be overlaid AND other administrations from around the world Latest TG-1/8 Meeting includes many documents on protection criteria for existing services, including RLANs (5 GHz RLANs have a PRIMARY allocation in the Mobile Service, and are, per the ITU Radio Regulations, entitled to protection from UWB) Liaison statement to JRG 8A/9B stating “Further studies are required to determine appropriate protection criteria for RLANs” IEEE presented an input contribution to JRG 8A/9B and WP8A Result: a “Working Document Towards a PDNR” that is being carried forward to the next meeting of WP8A (September 04, in Geneva) The IEEE contribution will also be carried forward to WP8A as an attachment to the Chairman’s Report Japan presented an input contribution on FWA/RLAN sharing that proposed the same value for RLAN protection criteria as the IEEE contribution (-6 dB I/N) Further work/technical studies necessary to support the development of the PDNR and must be completed in time for approval and submission to the September WP8A meeting Significant Pending Regulatory Issues Carl R. Chinese “WAPI” Security Standard Chinese officials have outlined an arrangement that is unacceptable WAPI details would be restricted to 11 Chinese companies Foreign companies desiring to sell WLAN equipment in China would have to “partner” with one of those companies Disclosure of technology to Chinese competitors “Co-production” (“value add by Chinese companies”) USG attempting to influence China vis a vis WTO/restraint of trade issues Situation is still unresolved and politically delicate Significant Pending Regulatory Issues Carl R.   6. 802.18 needs consistent participation from all wireless WGs Our charter is to provide balanced representation of the interests of all of the wireless WGs before the FCC and other regulatory bodies WG chairs who have not yet done so are encouraged to appoint liaisons to 802.18 who are able to and will actually attend 802.18 as their primary group Other members of wireless WGs who can attend 802.18 as their primary group, or at least substantially, are also encouraged to participate Remember … attendance in 802.18 meetings counts towards maintaining your voting rights in your “home WG” Please consider (active) participation in 802.18!
