History of Airport Pavement Management Systems (APMS) • Development of Mainframe PAVER was started in 1968 for use on mainframe computers • Development was by the USACE for use by the Department of Defense (DOD) • Development of MicroPAVER was started in 1985 -funding was provided by the FAA for development by the ACOE • FAA version of MicroPAVER was delivered in 1987 • FAA PAVEAIR – web-based APMS released on Feb 10, 2011
Benefits of an Airport Pavement Management System • Provides an objective and consistent evaluation of the condition of a network of pavements • Provides a systematic and documentable engineering basis for determining maintenance and rehabilitation needs • Identifies budget requirements necessary to maintain pavements at various levels of serviceability • Provides documentation on the present and future condition of the pavements in a network • Determines life-cycle costs for various maintenance and rehabilitation alternatives • Identifies the impact on the pavement network as a result of performing no major repairs
Pavement Management Programs Must Include: • Pavement Inventory: • Location, type of pavement, dimensions, construction date • Inspection Schedule • Detailed inspection must be performed at least once a year • Drive-by inspection must be performed a minimum of once per month • Record Keeping: • Inspection date, location, distress types, maintenance scheduled or performed • Information Retrieval • Program Funding
FAA PAVEAIR • FAA PAVEAIR Pavement Management System • Publicly available and free to use (source code available) • Databases can be made “public” or “private” • Includes similar functionality found in MicroPAVER version 5.3 • Web-based • Access though the Internet, Intranet, or a stand-alone PC
Development • Development was started in May 2008 • The development and testing contractor is SRA International • FAA PAVEAIR has been developed from the ground – up as a new application
Development • Program Requirements • The FAA is hosting a server installed at the WJHTC to be a repository for civil airport projects funded under the Airport Improvement Program (AIP). • The complete application is available for free download: • As a set of installation files. • Full source code. • Documentation for installation and operation.
Development Import Databases Compatible with MicroPAVER. Able to import Micro Paver e60 file. Able to import Micro Paver MDB file. Import Steps: Data is uploaded into PDMSPaverImport. Data is converted and temporarily stored in PaverToPDMS. Data is then copied to a new PAVEAIR database. COMPATIBILITY WITH EXISTING MICROPAVER DATA
Development • FAA PAVEAIR has been developed using ASTM D 5340, “Standard Test Method for Airport Pavement Condition Index Surveys” • Another valuable reference has been the currently out of print FAA Advisory Circular FAA-RD-80-55, “Procedure for Condition Survey of Civil Airports” • The first release of FAA PAVEAIR has the same functionality of MicroPAVER version 5.3

Intranet Version • Advantages Disadvantages • No Installation required • Need dedicated server for clients • Must be maintained • Data stored on company • Requires access to servers (Private) intranet servers; • Data can be accessed cannot be used offline from any computer with access to the intranet server
Locally Installed Version • Advantages Disadvantages • Can be used off-line • Must be maintained • Data is stored directly • Requires installation on your computer of IIS and SQL server express • IIS is only available on premium versions of Windows • Can only be accessed from the computer it is installed on.
Capabilities • FAA PAVEAIR is able to: • Collect: • Divide airport pavements into uniform sections • Record PCI data for each section • Store: • Pavement condition history i.e. Pavement Condition Index (PCI) • Pavement construction and maintenance history

Future FAA PAVEAIR Work • Track and correct bug fixes after release • Evaluate the feasibility of upgrading FAA PAVEAIR to comply with the FAA Airport Geographical Information System (AGIS) • Conduct User’s Group meetings to improve the application • Develop procedures for disaster recovery and continuity of operations plans in the event normal operations are interrupted
Future FAA PAVEAIR Work • Develop User Interface to manage users and profiles • Evaluate automated Pavement Condition Index feasibility • Continued support and development after initial deployment • Provide a Spanish and French language version • Support for MicroPAVER e65 files
Integration • Possible Implementations • By the FAA for AIP projects. • By large Airport Authorities. • By state DOT’s for GA airports (NASAO interest). • By consulting and engineering services companies for private or customer only access. • FAA will continue support and development after initial deployment; for example include functions to comply with existing FAA GIS Standards.
