Strategic Objectives Action Plan 2014 output goal 10 is to ensure that all children remain effectively enrolled in school up until the age of 15. • DBE through Sport in Education Directorate aims to support goal through: • Creating safe and active learning environment for schools; • Promoting mass participation in school sport through establishment of school leagues; and • Facilitating the implementation of Physical Education in schools.
How? – Process so far • Physical Education has been allocated time within the time table in CAPS: Foundation phase – 2hrs per week Intermediate phase – 1.5hrs per week Senior and FET – incorporated in Life Orientation programme which is allocated 2hrs per week and is a compulsory subject . • Training of Educators in Physical Education will be done as part of CAPS training. The CAPS training workshops will commence in April 2011.
Partnerships in PE • Redcap Foundation and Sportstec Supports the Department with material development and distribution to provinces. Works with “Lets play” in demonstrating examples of lessons to be captured and flighted on “Lets play” channel. • Supersport “Lets play” Supports the advocacy campaign and teacher development by flighting PE lessons
Update on School Sport • 2010 has been an active year in school sport and the focus of the world was South Africa as the host of the FIFA World cup. • 2010 FIFA World Cup was meant for all Africans; • Supported by African Union (8th Assembly of Heads of States); • South African Schools took part in a project known as “My 2010 School Adventure” • Partnership between Government ( DoE, SRSA, DAC) & 2010 OC.
“My 2010 School Adventure” • The objectives of “My 2010 School Adventure” were to • Mobilize learners and educators in support of the 2010 FIFA World Cup • Provide a platform for learners to participate in football, arts & culture and exchange programmes • Encourage knowledge of other countries through football (Adopt-a-Nation approach)
Achievements • The success of this project is attributed to collective participation and cooperation of Provinces. • Both the participation and education pillar saw all provinces taking part. • A total of 54 teams comprising of boys, girls and LSEN (MMH) learners took part in the National finals. Collective effort by partners made this project a success. • A total of 15 000 learners and educators were afforded an opportunity to attend FIFA World Cup Matches across the country, the tickets were sponsored by Adidas.
Achievements – Recycling project Ticket fund • Coca Cola recycling programme targeting 200 schools was a huge success. • In total 4.5 million cans and PET bottles were collected • 9 schools received R40 000 as the legacy price – instilling the healthy environment within the FIFA World Cup programme. • Up to 35 000 learners were afforded an opportunity to go to the stadia around the country to watch 2010 FIFA World cup matches. • The tickets were sponsored by Coca Cola South Africa.
Wayforward • The Ministers of Basic Education and SRSA met in 2011. • intention was to evaluate progress in the space of sport in schools as well as putting in motion the legacy programme post the 2010 FIFA World Cup. • They proposed establishment of Task Team to develop an Integrated School Sport Plan comprised of both Departments. • The Task Team completed the allocated task and will be presenting the integrated plan to the Ministers.
Legacy Programme • Both Departments have identified the establishment of school leagues as the appropriate legacy programme as it reinforces mass participation and encourages physical activity in schools. • The mode of delivery of the leagues is school sport structures that will work in partnership with the Sport Federations in ensuring that the leagues are functional. • The areas of competitive sport and management thereof is outlined and clarified in the integrated plan
Challenges • The roles and responsibilities of SRSA (School Sport Unit) and DBE (Enrichment Directorate) • Efficient collaborative planning and delivery of activities by both sections. Management of stakeholders to ensure that their programmes are in line with the objectives of government in school sport.
