Our Purpose • Why are we here? • You will play a role in disseminating specific information on SPP Indicator 13 to key members of your school staff. What you will hear today is what you will be discussing with your administrators (principal, APs), and colleagues. • What is SPP Indicator 13? • NYS schools are required to conduct a self review of IEPs that have been randomly selected for monitoring. Schools are required by the SED to have IEPs that • will enable students to achieve successful post school outcomes. • contain key elements that will determine the success of an individualized transition plan • SED uses eight citations which are regulatory requirements to determine whether or not an IEP complies with IDEA, NY State Performance Plan mandates, and has transition appropriately infused throughout an IEP.
Our Purpose • How is the Self Review Conducted? • A NYCDOE data team convenes to randomly select 100 IEPs that come from a pool of NYC public and SED approved private schools. A NYS SED approved procedure is used in making the selection. • SPP 13 Reviews have been done over the course of 4 years in all NYS districts including (NYC) • What is the Transition Review Process? • NYC’s SPP 13 Transition Reviews have been conducted at the Central Level for 4 years. • NYCDOE schools will be engaged in conducting SPP 13 Self Reviews in schools as of Spring 2010. • Using NYS SPP 13 Self-Review monitoring protocols, each school will be asked to review 1-3 of the IEPs that have been randomly selected as part of the NYC SPP 13 Self Review.
Our Purpose • What is the timeline for the NYC SPP 13 Self Review in schools? • March 2010 – April 2010 SPP 13 Professional Developments • Provide training for schools that have been identified to conduct a school-based Self Review on SPP Indicator 13 • SPP 13 PD attendees turnkey training to key principal- designed school staff members • Schools convene SPP 13 Teams to review existing IEPs, practice monitoring protocols, and procedures in preparation for conducting school-based self-reviews. Follow up Support • Ongoing support in preparation for SPP 13 Self Reviews • Network Support Staff • Special Education Support Specialists (SESIS) • RS E- TASC Transition Specialists
Our Purpose • What is the timeline for the NYC SPP 13 Self Review in schools? • April 2010 Receipt of school-based SPP 13 Self-Review Monitoring Date • Notification and Scheduled Dates of SPP 13 Self-Reviews to school principals • April 2010 - June 2010 School-based SPP 13 Teams Conduct Self -Reviews • SPP 13 Team records IEP findings on Self-Review Monitoring Forms • SPP 13 Team conducts exit meeting to review findings based on Self-Review results, creates action plan • June 2010 – August 31, 2010 NYCDOE SPP 13 Findings • SPP 13 Self-Review citywide record review results collected by RSE-TASC Transition Specialists, data entered and sent to SED
